CALL TO ORDER AND ATTENDANCE Chairperson Dawn Smith called the meeting to order at 3:30 p.m. and directed the secretary to record the attendance. MINUTES OF MAY 11, 2005 Chairperson Dawn Smith called for corrections or additions to the minutes of May 11, 2005. MOTION: Mr. Krueger moved, Mr. Carpenter seconded, to approve the minutes as presented. The motion carried 5-0. ITEM 3. DISCUSSION ITEM A. * Planning Staff liaison to the DRB – Jami Morris. Nothing to discuss at this point. ITEM 4. PROJECT REVIEW A. Baxter Meadows Phase III Concept PUD #Z-05103 (Windemaker) Baxter Lane/Harper Puckett Road/Davis Lane * A Concept Planned Unit Development Application to allow multi-use residential and community commercial development on 340 acres. Contract Planner Lanette Windemaker presented the Staff Report. The DRB asked the applicant to describe the superior design standards that they will be providing to justify the deviations. The applicant described the project and listed interconnected parks and trails, a variety of housing types, the use of alleys, and a mix of uses. The DRB members discussed: The increase in impervious surfaces. The decrease in the commercial square footage. The decrease in the amount of open space. The number of residential units needed to support commercial. Appearance of less connectivity in the east quadrant. Deviations related to alleys in central area. YMCA proposal. Storm water treatment Addressing exterior appearances to achieve urban village. The DRB members commented about: Plus to change private open space to public open space. Need to do more than standard storm water treatment. Need to reduce impervious surfaces. Applicant has not described the superior design standards that they will be providing to justify the deviations. Western quadrant needs more access to park space. Brick is too expensive above ~ 50 feet. Demonstration of connectivity to other properties would be helpful. Concerns about extreme height at corner of Baxter and Davis. Concerns about backyards and fences along streets. Mixed densities is a plus. Houses should face streets, or ensure that the road space is enlivened, not just backyards. Park spaces behind houses becomes back yards. The southern quadrant must interact with the rest of the Baxter Meadows PUD. Concerns that the parks and open spaces must not only meet but must exceed the requirements. B. Creekwood PUD Prel. Plan #Z-05085 (Morris) 2215 Bridger Drive * A Planned Unit Development Preliminary Plan for the unified development of a 53 lot subdivision with R-S (Residential Suburban) and R-1 (Residential Single Household, Low Density District) zoning designations. Associate Planner Jami Morris presented the Staff Report. Mr. Hedglin stated the applicant would need to amend the covenants so that affordable housing unit numbers match. He suggested that traffic calming devices, such as curb bulbs, should be instituted at trail crossings. Mr. Krueger stated some of the graphics in the covenants needed repair, and suggested aggregation of the driveways within the cul-de-sacs. Mr. Thomas stated he would like to see the originally proposed climbing wall added to a pocket park open space area. ITEM 5. PUBLIC COMMENT – (15 – 20 minutes) {Limited to any public matter, within the jurisdiction of the Design Review Board, not on this agenda. Three-minute time limit per speaker.} There was no public available at this time. ITEM 6.
