The Commission of the City of Bozeman met in special session in the Commission Room, Municipal Building, January 3, 1994, at 10:00 a.m., for reorganization purposes, as designated in Section 7-3-4322(1), M.C.A., and Chapter 2.04.040(A) of the Bozeman Municipal Code, and in accordance with the results of the General Municipal Election held on Tuesday, November 2, 1993. Present were Mayor Swanson, Commissioner Frost, Commissioner Stiff (arrived at 10:05 a.m.), Commissioner Knapp, Commissioner Vincent, Commissioner-Elect Stueck, Commissioner-Elect Youngman, City Manager Wysocki, City Attorney Luwe and Clerk of the Commission Sullivan. The meeting was opened with the Pledge of Allegiance and a moment of silence. Minutes - December 20 and December 27. 1993 . It was moved by Commissioner Frost, seconded by Commissioner Vincent, that the minutes of the regular meetings of December 20 and December 27, 1993, be approved as submitted. The motion carried by the following Aye and No vote: those voting Aye being Commissioner Frost, Commissioner Vincent, Commissioner Knapp and Mayor Swanson; those voting No, none. Signing of Notice of SDecial Meetina Mayor Swanson stated that the Clerk of the Commission has prepared, and served upon the Commissioners, written notice of this special meeting. Each of the Commissioners then signed the Notice. --. Commissioner Stiff arrived at 10:05 a.m. Reorganization of City Commission This was the time and place set in the Montana Code Annotated for the reorganization of the City Commission as per the results of the General Municipal Election held on Tuesday, November 2, 1993. The Official Bonds and Oaths of Office of Don Stueck and Marcia 01-03-94 Special -- .I - 2 - Youngman, newly-elected City Commissioners, and of Joe N. Frost, re-elected City Commissioner, for four-year terms commencing January 3, 1994, have been approved and said Bonds and Oaths of Office are on file in the office of the Clerk of the City Commission. Also, the Bonds and Oaths of Office for Alfred M. Stiff, continuing Commissioner, and John Vincent, . incoming Mayor, are on file in the office of the Clerk of the City Commission. Retiring Commissioner Knapp stated she is glad to see the students in attendance, noting the education she has received over the past four years, in the areas of transportation, water, waste disposal, special improvement districts, recreation, cemeteries, and mostly about planning. She noted the importance of logical thinking, and the ability to separate the pertinent from the irrelevant in all areas. She stated that the City's super staff has made this task much easier than it might have been. Retiring Commissioner Knapp stated that the men with whom she has served have been well worth listening to, noting the great diversity of experience they have brought to the Commission. She indicated that her commitment to the City will be continuing, wishing good luck to those remaining. . Retiring Mayor Swanson stated his appreciation for the young people in attendance, as well as the County Commissioners and City staff members. He quoted Mr. Ian Davidson, from a recent national article, in which he characterized Bozeman as the "crown jewel of Montana", He stated it is a privilege to have been one of the people who has attempted to guide this very diverse community in the right direction. The Retiring Mayor stated that during his four years as Commissioner, he has operated under the theme that all things are very connected in some way. He noted that while working in City government, this has become very evident. He stated a second theme has been the idea of public participation, noting its importance in local government. He suggested that the public needs to become involved in processes earlier than they do; and it appears that Incoming Mayor Vincent shares that view and is prepared to continue addressing this issue. . Retiring Mayor Swanson concluded by stating he has enjoyed serving as a City Commissioner, feeling humbled by the amount of talent that has been represented at the dais and in the City staff. City Manager Wysocki thanked Commissioner Knapp and Retiring Mayor Swanson for spending four years with the City and its staff. He noted that, while many positive things have 01-03-94 Special -- ...- , - 3 - occurred, one tends to dwell on the rough times rather than the rewards. He stated that City staff stands ready to serve the new Commission as it has this Commission. Clerk of the Commission Sullivan thanked Retiring Commissioner Knapp and Retiring Mayor Swanson for the hours which they spent serving the City. . Clerk of the Commission Sullivan then administered the Oaths of Office to Re-elected Commissioner Frost, Incoming Commissioner Stueck, Incoming Commissioner Youngman and Incoming Mayor Vincent; and the new Commission was seated. Outgoing Mayor Swanson presented the gavel of the Mayor of the City of Bozeman to Incoming Mayor Vincent, wishing him the best of luck in the next two years, as he moves the City into the future. Incoming Mayor Vincent presented a plaque to Outgoing Commissioner Knapp, thanking her for her service as City Commissioner. He stated that, while he has sometimes disagreed with her, he has enjoyed serving with her. He recognized her exceptionally hard work, her preparedness for meetings, and her total commitment to the City for the past four years. He encouraged her to enjoy her retirement, extending an invitation for her to come back and see . everyone soon. Incoming Mayor Vincent then presented a plaque to Outgoing Mayor Swanson, stating he is about ready to learn what the Outgoing Mayor has learned over the past two years. He noted that the Mayor serves as the point person for what happens in the City, which is sometimes a heavy burden to carry. He thanked the Outgoing Mayor for the excellent manner in which he has conducted meetings, and accepting public input. He recognized the Outgoing Mayor for a job well done. He noted that the Mayor has initiated some projects and steps which he feels are important to carryon. Incoming Mayor Vincent welcomed the new Commissioners. He recognized his second period government class, which is in attendance at Principal Lou Gappmayer's suggestion. He -. noted the number of years he has served in elective office and how a ceremonial meeting, such as this, begins that service. He noted that these ceremonies quickly give way to hard work and tough decisions. He stated gratitude for the good precedent which the former Commissions have provided, and the confidence and trust in local government which that has created. He - stated that he moved to Bozeman 23 years ago because it was a fine place to live and raise children, indicating that keeping it that way will be his No.1 goal for the next two years. 01-03-94 Special ---...---- -- - --- -- , - 4 - Adjournment - 10:25 a.m. There being no further business to come before the Commission at this time, it was moved by Commissioner Youngman, seconded by Commissioner Stiff, that the meeting be adjourned.
