RECOMMENDATION: TheDowntownBozemanPartnershiprequeststheirGPAapplication (#P-09011),fortheadoptionandintegrationofthe“DowntownBozemanNeighborhoodPlan” asaneighborhoodplanundertheCity’sgrowthpolicy,tobeopenedandcontinuedtotheCity Commission’spublichearingdateofDecember14,2009. Therequestistoallowtimeforthe applicanttoholdoneadditionalpublicforumontheplanandtoallowtimefortheadvisory committeetomeetandmakefinalrevisionsreflectingtherecommendationsmadebythe PlanningBoardandthecommentsreceivedatthepublicforum. BACKGROUND: TheDowntownBozemanPartnership,224 EastMainStreet,Bozeman,MT 59715,commissionedLMNArchitectsofSeattle,WA,andpartneringfirms,todevelopa downtownBozemanneighborhoodplan. Theplanisentitled“DowntownBozeman ImprovementPlan”anditsunderlyinggoalistoprovideguidanceanddirectionforfuture developmentthatsolidifiesdowntownBozeman’splaceinthecommunityandtheGallatin region. Theplantakesabroadapproachandidentifiesstrengthsandweaknessesofthecurrent downtownBozemanarea.Furthermore,theplan suggestssomefundamentalrestructuringof codes,policiesandoperatingproceduresthatcouldoccuroveralongerperiodoftime. ThePlanningBoardreviewedtheplanattheirpublichearingsonSeptember15andOctober6, 2009. TheBoard’smotioncontainedsomerecommendedrevisionstotheplan.Atboth hearings,publiccommentwasreceivedstatingsomeconcernswiththecontentoftheplan.
