HomeMy WebLinkAbout10-7-09 Bicycle Advisory Board Minutes 10/7/09 Bozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes BABAB members present: Jason Delmue, Chad Bailey, Zac Collins, Molly Pickall, Baker Lyon, Bill Cochran, Rebecca Gleason Guests: Carson Taylor – city commission candidate, Elizabeth Williamson Start meeting at 6:10 pm 1.Introductions and Public Comments— Carson Taylor is running for the Bozeman city commission. He came to introduce himself and get familiar with BABAB. There were no other public comments. Carson observed the first half of our meeting. 2.Review & approve edited September minutes - Approved. th 3.Walk and Wheel to School Day – Wed. Oct 7 was rainy/snowy. Participation was varied among schools. Longfellow had at least 1 bike, 1 scooter, about 19 kids walking. Irving had about 25 kids walk from where they were dropped off via bus from the high school to Irving with the school's new Principal. Two other walking locations planned by the SRTS task force for Irving had no kids showed up. Morning Star school had a few hundred kids walking/(a few biking and scootering) to school with many parents walking with their kids. Apples and small prizes (stickers, SRTS rulers, yogurt coupons) were given to kids who walked/biked at MS. Parents dressed up in various fruit/veggie costumes provided by the MSU NAPA program. BABAB didn't have reps at other schools. Schools who had inside support from parents and teachers appeared to have the most o successful events. About 150 of the City of Bozeman bicycling maps were given to schools. Site specific o walking maps (created by Joe Gilpin-Alta) were distributed to school principals prior to the event. The Parent survey is in progress. o 4.Bike Bozeman website—Elizabeth Williamson has done a great job creating the new Bike Bozeman website. She invited BABAB to join (see www.Bikebozeman.ning.com) Organizations who use Ning include Missoula in Motion and Montana Mountain Bike (see links on bikebozeman). Members can contribute to the site and its document sharing function is called huddle- and can be by invite only. It was clarified during this meeting that the Bike Bozeman website will be overseen by BABAB and is intended to be a general forum for open discussion on bicycling issues. Please check it out and let us know your comments. Thank you Elizabeth! th 5.Status of 19 and College bike lane striping –Elizabeth Bird drafted a follow-up letter ahead of the meeting for our consideration. Mike Phillips drafted a letter regarding 19th/College biking lanes. There was discussion about this letter, how best to follow up and who to send it to. (I'm not sure what we agreed to - can someone fill in who will Review Elizabeth’s letter and send out. (Elizabeth B. could not attend this Oct. 7 mtg)- Page 1of 4 6.Joseph – report on Laurel Glen subdivision -(Joe not present- follow up by Nov mtg) 7.Baker – Drafted changes to BABAB's charter including expanded membership and activities beyond “advising”. Discussed adding younger member or representative from high school. The board may organize, sponsor or participate in events with the aim to increase cycling participation, promote safety and disseminate education to the community. Edits submitted to Baker who will put revised Charter on Ning to practice reviewing/editing. Review for Nov. mtg. BABAB Charter states a City staff member is to attend meetings. Jon Henderson was o previous City Staff member of BABAB. Baker will check w/ Aimee about how city staff people are assigned to city boards (Article IV.) 8.Complete Streets—Baker drafted a Letter to City Commission to pass a Complete Streets binding policy. We discussed including more specific language and reference to the section of the UDO or other relevant City documents. Here’s some background: Chapter 6 in the Bozeman Area Transportation Plan begins with a healthy discussion of Complete Streets and provides recommended language for a binding policy... What is currently in the Transportation Plan is NOT binding. What is provided are merely 'guidelines'. It is up to the City and County commissions to adopt resolutions or policies to make this concept stick. Missoula just became the first municipality in the state to pass such a policy. Bill will follow up with city on specific documents to make letter to commissioners more o specific. Jason will follow up with Joe Gilpin. Once letter is final, try to get the Pedestrian and Traffic Safety Board and anyone else o (Health Board perhaps) to co-sign? 9.Updates – a.Chad – new dad- congratulations! b.Molly – progress with getting a $ account open and obtaining Bicycle Benefits stickers (Molly has been extremely busy - will discuss this in Nov) rd c.Bill – report on Traffic 101 skills training session on the weekend of Oct 3. Good training, attended by 7 people. Two trainers drove up from Billings, Spencer Stone and Anthony Pratt. Bill's intent for attending Traffic 101 is to become a certified League Instructor (LCI). Traffic 101 is a pre-course to becoming an LCI. The course covered basic bike handling skills, maintenance and practice biking in traffic. The LCI training course will be a weekend course located out of town. Bill hopes to get trained and then be able to expand his training to others in the greater Bozeman community. Molly - GVBC can contribute funds to send Bozeman people to get certified. Page 2of 4 There was discussion about trying to make Bozeman a Bicycle friendly city per the League of American Bicyclists designation. Pedaling Revolution is a good read related to biking as a vehicle - recommended by Baker. d.Bill and Rebecca – T4America Bozeman planning – letter to the editor? No action e.Paul House – status of transportation comparison video- Paul was not in attendance- follow up in Nov. f.2010 Budget status – John VanDelinder – any new news? Not in attendance- follow up in Nov. Discussed through an email by John that the budget was approved and therefore money available for map updating. g.Bill – TCC; follow-up re transportation plan h.Rebecca – Western Transportation Institute got the contract for statewide Safe Routes to School Coordinator. Taylor Lonsdale has accepted the position as the State of Montana's Safe Routes to School Coordinator through WTI. He will start nd work as the coordinator at WTI on Nov. 2. i.Bill – report on the County Parks and Trails User Groups Roundtable (Oct. 6) Representatives attended from the hockey league, equestrians, GVBC, BABAB, BSF, GVLT. Discussed what people would like to see county do to improve recreation. Everyone was surprised to learn the County does not have County Parks dept. Mike Harris is only employee. Lack of funding is big issue. Diverse stakeholders want high dollar items. j.Rebecca – Baucus Health Summit letter from BABAB. I apologize I did not follow up on this and the timing is late now. k.Molly – GVBC family bike ride - (I think we skipped this- Molly?) l.Elizabeth W. – Alliance for Biking & Walking – membership and grants? Elizabeth W. gave update on whether BABAB should consider joining this org. Two MT organizations are members- they are true advocacy groups. Missoula Alliance for Biking and Walking. Biggest benefit is to tie into national group that lobbies at Federal level. May not be appropriate for BABAB? Fees are 1% of budget (or $100/year). Provide tools such as workshops. Elizabeth posted notes on ning site on this topic. BABAB member should test site by reviewing her notes. Bikebozeman.ning.com 10.Joseph-Capital Improvements Plan review - Joe not present- discuss in Nov. meeting 11.Rebecca Bike/Ped Coordinator Position Description - Rebecca forwarded an e copy of various positions from around the country that was compiled by Jessica Roberts of Alta Page 3of 4 Planning and Design-Portland. Rebecca is compiling a bike/ped coordinator description for the Bozeman area and will bring to next mtg and/or post on ning site for review 12.Share the road- bill will follow up w/ Bill Schneider 13.Updating Bozeman Biking Maps 2010 fiscal year – tried to give to Rich to re-print. Need to mark up maps, update and print out. Elizabeth W. looked into map file status and reported there were records of a 2007 $1200 update and $3000 reprint. There is a 2005 pdf that Emily Harrison had worked on. For next meeting: brainstorm ideas, include SRTS logo, review current map, review other example maps and discuss how best to proceed with updates in Nov. 14.New business – Baker – Downtown business partnership discusses rerouting trucking route on Main St. Draft letter to MDT – Butte District – Jeff Ebert and possibly Hal Harper who is Governor Schweitzer's chief of staff. Subdivision review J&D Family Miner Subdivision - Next month o Molly is stepping down from BABAB position, due to time commitments with o GVBC. She hopes to find liaison for GVBC and BABAB. Elizabeth W. is interested in joining BABAB. Elizabeth has made many valuable o contributions over the past several months.
