BACKGROUND: Boardof Ethicsmembers,Melissa(Mel)Frost,StephenSchultzandRodger McCormickhavemetfivetimes sinceJuly22,2009. Theboardbeganwithareviewof OrdinanceNo.1759,theCityCharterandstateethicslawstobetterunderstandtheintricacies involvedaswellasdutiesandpowersoftheboard,andstaffandboardresponsibilities.City AttorneyGregSullivanhasbeenattendingallboardmeetingsprovidinglegalassistanceand DeputyCityClerkAimeeKisselhasbeenassignedasstaffliaisonandisactingasboard secretary. WiththeassistanceofDirectorofFinance,AnnaRosenberryandCityAttorney,GregSullivan theboardhasexpendedconsiderabletimeandeffortinreviewingandrevisingafinancial disclosurestatementformandconsideringcandidatesfordisclosure. Thisformwascreatedper CityCharterrequirementsforrecommendationtotheCityCommissionforfinalapproval. Theboardhasreviewedatimelinetocreateanethicshandbookthatwouldbeprovidedtocity staff,publicofficialsandthepublicingeneralafterapprovalbytheCityCommissionnolater thanJuly22,2010.TheboardhasengagedPaulLachapellefromtheMontanaStateUniversity Extension,LocalGovernmentCenterforprofessionalassistance.OnOctober14,theboardmet withMr.Lachapelleanddiscussedandrevisedabeginningdraftoutlineheprovided.A proposalhasbeenprovidedintheamountof$1,250fromMr.Lachapelleforresearchand writingassistanceandwillgobeforetheboardforconsiderationofapprovalwithacontracton November18,2009. OnOctober28,2009ITDirector,BrendanSteelemetwiththeboardtodiscussanddesign communicationprocesses. TheboardthendiscussedadraftfromCityAttorney,GregSullivan ofamendmentstotheCity EthicsOrdinanceNo.1759(Chpt.2.01,BMC)regardingretaliation andwhistleblowingprovisions. TheBoardwilllookatthoseamendmentsagainattheir November18,2009meeting. ALTERNATIVES: AssuggestedbytheCityCommission.
