Date, Time: 29 October 2007, 630 PM
Location: Mark Johnson’s home
Present: Molly Cross, Colin Moore, Mark Johnson, Scott Bischke (note taker)
For our sub‐group—we will be responsible to work with three city departments:
1. WW treatment (Paul, Tom)
2. Solid waste (Steve)
3. Incoming domestic water supply
Plan
Overview of what our sub‐group will do
• tour each facility and develop ideas for decreasing C footprint at each
• meet with City Manager
• develop pareto list (prioritized by cost/C reduction) for reduction ideas (or also could be cost
and C reduction in separate columns, then calculate $/C reduction)
• also possibly categorize by in progress vs something not yet budgeted
• also prioritize by amount of time for our sub‐group to pursue (where can we focus our time to
have the biggest impact?)
Questions at the tours
What questions do we need to ask each of our three major areas:
• What are your major energy sinks?
• What have they done in the since 2000 to reduce C and other environmental improvements?
• What is in the pipeline (planned), i.e., planned before 2015 (or task force declared target date)?
• What would you like to do given unlimited $s or that you have not yet budgeted?
• What buildings do you have?
• What transportation energy use do you have (including how big and what type are your fleet)?
• How does increasing demand factor into the improvements that they are talking about (i.e., we
need to incorporate increased population within our reduction goals)?
Schedule: expect to 1 year to make our recommendations
Possible timeline
1. Monthly task force meetings, monthly sub‐group meetings
2. Tour WWT
3. Get subgroup breakout inventory analysis from Hattie
4. Tours of facility (ask questions listed above); also talk to City Manager
5. Follow up with email thanks and notes—compile notes and send to the city employees to agree
t o/modify; included in this report to them will be a request to fully list their plans for decreasing
C footprint
6. Further analyze (a) the city numbers and (b) city employee response to our understanding of
their issues (make sure our information basis is correct)
7. Make determination of how our laundry list of ideas rank with the rest of the Task Force—are
we wasting time because our improvements will make very little difference relative to the other
three sub groups (i.e., pareto analysis of our sub‐group and all 3 sub groups)
8. End of1 year make written and oral presentations
Actions
• Mark For December: Request for Hattie to make appointment with Steve Johnson landfill; with
water supply folks; with City Manager
• Mark request for Hattie to divide the inventory into separate lists for sub‐committees
• Scott ‐‐ Contact NPRC on how to get task force and possibly get someone here to talk to us
• Colin, Molly—At next task force meeting ask,
o Do we need to keep meeting monthly as a Task Force once we have goals and outcomes
solidified? We expect that most work will be done in sub‐groups. We do need to
interact to determine how our opportunities compare to theirs and with the overall Task
Force goal. On off months could have short synopsis email to report on group progress.
o Also ask to better define Task Force goal = baseline, target, and %.
o Can we generate a population growth basis that all sub‐groups are working against (e.g.,
2020 plan)?
• All—our next meeting as a sub‐group is end of Nov; purpose to discuss C inventory and the
emails and large notebook on other city’s actions; All—study all emails and determine what we
need; All—read big notebook from Hattie
• All (date TBD) – have next tour/visit set up
• Scott (by Nov 20) ‐‐ write up notes from WWT plant; by Dec 1 group will review to correct and to
develop our set of questions to send them including questions above; once all agreed write to
Paul and Tom (pass through Hattie first)
