Meeting Start: 6:00pm City Hall
Attendance: Mel Kotur, Otto Pohl, Steve Bruner, Matt Madden, Andy Epple (Planning Director),

Introductions and background.
Andy: Talked about the TWG for governors committee. Built energy efficient house in Big Timber w/R‐60
in walls and continuous seal barrier for vapor in wall. Outer wall was support wall w/double stud wall.
Air to air heat exchanger.
Steve B: How does Energy Efficiency and sustainability factor into your thinking?
Andy: Handout on Bozeman Energy Conservation Initiatives. Require net density 6 units per acre.
County subdivision is 1 dwelling unit per acre. Compact urban development is the most efficient
development you can have. Proximity to services. Preserve historic resources. Don’t like to see buildings
torn down if they have useful life. For example, The Armory. We’ll probably lose that battle, but you
have to look at the energy cost to build that building. Cost and energy use to tear down that building
even though new building will be LEED certified not sure cost is justified. Providing for alternate modes
of transportation. Promoting sidewalk, trails, and pathways to encourage walking. Traditionally zoning
has been segregated. Trying to create opportunities for people to work and live in the same
neighborhood. Reduced lot area which promotes density which promotes energy conservation.
Andy: Dark Skies initiative helps reduce light pollution.
Andy: Talked about parking lot requirements for stores.
Matt M: Was Baxter Hotel the limit for building height.
Andy: No there was nothing codified, but it is a frame of reference. Hotel across the street had
preliminary approval from commission. Center based development rather than corridor based. Three
types of commercial centers identified in code:
• Neighborhood Commercial
• Community Commercial
• Regional
Otto: Would you ever put in another Main street type corridor?
Andy: Big scale commercial projects at a pedestrian scale is challenging.
Steve: With your experience on TWG are there recommendations we can make to help make your job
easier to promote energy efficiency?
Andy: Will meet with staff tomorrow and ask that questions. Can’t think of anything off the top of my
head.
Hattie: Does the city have to go through building and planning office w/new construction?
Andy: Yes.
Steve: What kind of jurisdiction do you have over MSU?
Andy: Don’t have to comply w/zoning codes but do need to comply w/building code. We should do
more w/drought tolerant designs. We’ve added 17,000 people in the last 18 years and water
consumption has not increased at the same rate b/c people are conserving. Commercial buildings have
started to use wells. A projection 10 years ago was that we were going to run out of water but we
haven’t. Need to be more responsible with water. Xeriscapes end up becoming weeds. If you are using
native you still need to irrigate. Do we need enough blue grass? No, but people like lawn and yards.
Mel: What about renewable facilities and citing PV’s, is it addressed in the UDO?
Andy: Issues, opportunities and constraints with renewable energy. Under what circumstances do you
allow windmills? Martin Knight looking at what other communities are doing.
Otto: If we are working on government & buildings what should we do?
Andy: We look at building exterior and signage.
Otto; What about solar panels?
Andy: Researching how to retrofit historic buildings with PV’s. We are protective of view shed.
Otto: As we put together recommendations, can you think of anything that strikes you that we could be
looking at?
Andy: Not off hand but, I will ask my staff at the meeting tomorrow. I do go around the building and turn
off all of the lights. We need some kind of employee education and accountability. What about turning
off computers and copy machines? They go to sleep mode but I still think we are still burning a lot of
energy.
Mel: Great recommendations b/c they don’t cost money. If you could save 5‐7% by just turning off why
don’t we do it?
Matt: Talk about infill incentives.
Andy: Impact fee incentives b/c don’t need new services. Water and sewer fees are based on size of the
water meter.
