TRANSPORTATION COORDINATING COMMITTEE WORK SESSION BY DOUG WIDMAYER - Review of Draft Plan and Suggested Edits and Revisions, and Review of Public Comment Received to Date Chairperson Murdock called the meeting to order at 10:10 a.m. and directed the secretary to record the attendance. He announced the meeting is a work session. Pierce DISCUSSION ITEM Transportation Coordinating Committee Work Session on Draft Plan Ralph Zimmer asked for the status of the Transportation Plan and what is to be accomplished today. Associate Planner Chris Saunders noted the Committee is deciding whether to adopt the 2000 Transportation Plan as presented, or make modifications and adopt it at a later date, and set the deadline for receipt of public comment. Bozeman Area Transportation Coordinating Committee Work Session Minutes - November 15, 2000 2 Doug Widmayer, Transportation Plan consultant, summarized the public comment from the public hearing stating the two main issues discussed were the realignment of Sourdough Road and the recommended street network of the streets from North 19th Avenue to Jack Rabbit Lane. He noted he feels a subsection to the Plan should be added on how transportation and growth interact. He noted it seems reasonable for the transportation plan and the growth plans go forth hand in hand. He recommended the City and County Planning Boards designate where growth should occur. He doesn=t feel that the transportation plan should drive density. He feels the developers won=t develop out in the valley as they will have to shoulder the cost for street systems. In response to Chairperson Murdock, City Planning Board President Ed Musser noted the City Planning Board would rather wait to adopt the 2000 Transportation Plan until after the Bozeman 2020 Plan is adopted. County Planning Board President Steve Forrest noted the County Board noted the adoption in the City may be appropriate now, however, the portions pertaining to the Adonut@ aren=t appropriate as they are indicating the establishment of growth areas in the County. He noted the County is developing a comprehensive plan of its own and will have it in draft form by the first of the year. Mr. Widmayer noted the future location of the arterial network should be a necessary element of that plan, however, it need not determine density. President Forrest noted his message to this group is that the 2000 Transportation Plan not include the grid system outside the City of Bozeman. Mr. Widmayer asked if the City and County Master Plans will have teeth to control where growth occurs. Discussion followed on the controls that will be included in the Master Plans and consensus of the Planning Board Presidents that the Plans will steer growth. Mr. Armold stated he feels the Transportation Plan consultant needs the input of where the County anticipates growth before the location of the arterials and collectors can be determined. Discussion followed on the recommendations to be made to the City and County Commissions regarding the plan in general, the adoption date, and the need for the Transportation Plan to mesh with the Bozeman 2020 Plan and the Gallatin County Master Plan. The consensus of the Committee was the proposed plan is a good planning tool for the next 20 to 150 years, and the adoption can be delayed until as late as April to allow time for the draft growth plans to be compared with the proposed transportation plan. Lynn Zanto sated that the State has to have an approved plan by June 30, 2001, or there is no funding. Bob Lashaway summarized the Plan has to be adopted by TCC on or before May 1, 2001. Steve Forrest noted the Plan can be adopted by TCC, then the County Board may pick and choose parts to adopt. Bob Lashaway noted if the County Board recommends not to adopt portions, there should be definite basis for the recommendation, then TCC should revise the document to reflect the changes in the County Plan. Paul Weingart noted idealistically it may be best to adopt the growth plan first, however, he sees no problem either way. He stated he had contacted citizens and recommended they come to the hearing with testimony and alternatives. Bozeman Area Transportation Coordinating Committee Work Session Minutes - November 15, 2000 3 In response to Chairperson Murdock, Mr. Widmayer noted it would take about a month and a half to change the model if a major change occurs or is suggested. Lynn Zanto stated a committee of City and County planners and others who are in the know of growth projections located the projected growth areas for this plan. Steve Forrest noted the County Plan won=t change enough to make a difference in the transportation plan. Jason Giard clarified that the mid valley interchange was a concern at the hearing. Mr. Widmayer suggested a date should be set for ending the public comment period, to allow time to incorporate changes. He suggested the date be prior to the January meeting. MOTION: Clark Johnson moved, Debbie Arkell seconded, to set the date for adoption consideration at the Jan 17 meeting with recommendations from the Planning Boards to have been received by then. Discussion followed on the date to end public comment. MOTION: Lynne Zanto moved to amend the motion to include January 1, 2001, as the date to end the acceptance of public comment. The amendment died for lack of a second or acceptance by Mr. Johnson as a friendly amendment. MOTION: Ms. Arkell moved to amend the motion to close the public comment period on January 17, 2001. Mr. Johnson accepted the friendly amendment. The motion carried unanimously. John Mandeville gave his resignation to the TCC. The Committee recessed for lunch at 12:00 p.m. Chairperson Murdoch reconvened the meeting at 1:12 p.m. Discussion followed on the extension of Sourdough Road and comments received thus far. The consensus of the Committee was to widen South Church/Sourdough Road to City standards with bike lanes, sidewalks, etc. The discussion on the connection of South Church Avenue across Kagy Blvd, to Highland Blvd. ended with the conclusion that the contours might be too steep. The top 10 Project list was reviewed with minor changes being suggested. The Committee discussed the draft document chapter by chapter offering suggestions and comments. Bozeman Area Transportation Coordinating Committee Work Session Minutes - November 15, 2000 4 Mr. Brawner noted street naming is a problem when tracts are annexed as the addressing systems don=t match. Mr. Provance stated the County would follow the City=s lead. The two agreed to meet and work it out. Bill Armold noted the improvements need be to highlighted more and indicate that development has to pay the way for the improvements. He suggested including a pie chart to show how the improvements will be funded. He asked for an explanation on how the dedication of right-of-way will be obtained. He suggested that Aoff-site improvements may be required@ be added in appropriate sections. NEXT REGULAR MEETING December 20, 2000 - Is a work session needed? Time? Mr. Widmayer stated he will not be in attendance at the January meeting. Chairperson Murdock suggested all comments be funneled through Planner Saunders. The consensus of the Committee was that a December meeting was not needed. The next meeting will be on January 17th from 10-4.
