CALL TO ORDER AND ATTENDANCE Chairperson Bill Murdock called the meeting to order at 10:00 a.m. and directed the secretary to call roll. MINUTES OF APRIL 20, 2000 - Not available ITEM 3. TRANSPORTATION PLAN UPDATE Progress Report (Doug Widmayer, P.E., Robert Peccia and Associates) Mr. Widmayer reported on the meeting held at the Courthouse several weeks ago, noting there was a good turnout with a multitude of questions. He noted a transit survey has been distributed and there had been good feedback. He noted the surveys were broadcast mailed in the City water bills. He noted the survey is not part of the transportation Plan update, but he agreed to do an analysis of the surveys. He noted blank surveys are available at the courthouse, Department of Motor Vehicles, Senior Citizens’ Center, and City Hall. Mr. Provance suggested putting an insert into the paper. Mr. Widmayer noted that might be possible, and noted the surveys could be available at the polls in June. He reminded the members, however, there is zero budget for the surveys. He suggested making available at Lee and Dad’s in Belgrade. Chairperson Murdock noted the Korner Café and Bair’s Truck Stop and the airport may be three other locations for distribution. Mr. Musser noted they can be available at next weekend’s charrette and the Watershed Event this weekend. Mr. Widmayer reported on a meeting with GVLT about the trails in the valley. He stated the trails were not originally in the transportation plan contract, however, he is willing to insert it into the document. He stated all trails on the map have to be on public right-of-way. He noted he would put a disclaimer on the map that states that any trails or bike paths are not possibly on public access. Mr. Widmayer presented the material contained in the “TRAFFIC MODEL TEST RUN ANALYSIS”, including the draft maps, dated May 17, 2000 (on file at the City of Bozeman Department of Planning and Community Development). In discussing highlights, Mr. Widmayer stated there was a small change to the intersection at Babcock Street and South 19th Avenue. He noted there was a minor decrease in traffic on Babcock Street with no adverse impacts on South 19th Avenue. Mr. Giard noted this was an already committed project; Mr. Widmayer stated he would make that change in the model. Mr. Epple noted it would be adverse to the neighborhood at Koch Street and South 19th Avenue if the left turns occurred at Koch Street. Mr. Widmayer noted the extension of South 11th Avenue from Kagy Boulevard to Graf Street doesn’t load up, however, pushing Graf Street through to South 19th Avenue did reduce traffic on South 3rd Avenue by 3400 vehicles. He stated a minor increase in traffic north of Kagy Boulevard on South 11th Avenue would occur. Mr. Lashaway suggested running a test with the north and south extensions of South 11th avenue to see the effect. Mr. Widmayer noted the indicated growth was for residential areas rather than commercial areas. He asked for advice from the Committee as to what they would like to see, he suggested infill be encouraged and sprawl be discouraged. Chairperson Murdock suggested that Mr. Widmayer meet with John Shepherd, Jason Karp, and Andrew Epple to fine-tune the model. Mr. Widmayer noted that government is always behind in the development of infrastructure. He noted the developers would determine where development would occur. Mr. Epple asked that the percentages used to determine the “Residential Growth Assumptions” be shown on the map provided. Mr. Widmayer noted he would get the percentages for the Committee. Mr. Widmayer noted potential projects, results of transit surveys, changing ideas into basic proposals, major and minor projects would be discussed at the next meeting. Other Mr. Zimmer asked for the status of the By-Laws. Mr. Epple stated he would check on getting them to the Planning Boards and Commissions. ITEM 4. NEXT MEETING AND ADJOURNMENT June 21, 2000, 10:00 a.m. There being no further business to come before the Transportation Coordinating Committee, Mr. Mandeville moved to adjourn.
