CALL TO ORDER AND ATTENDANCE Chairperson Bill Murdock called the meeting to order and directed the secretary to call the attendance Members Present Bill Murdock, Chairperson and County Commissioner Bob Burkhardt, Designee, Federal Highway Administration Andrew Epple, Director, City of Bozeman Planning and Community Development Debbie Arkell, Director City of Bozeman Public Works John Gallagher, Representative, Bozeman Area Bicycle Advisory Board Jason Giard, District Engineer, Butte District MDT Clark Johnson, Bozeman City Manager Pam Barrett, Proxy for Bob Lashaway, Facilities Director, MSU Rob Bukvich, Engineer, Bozeman Division MDT Marcia Youngman, Mayor, City of Bozeman Paul Weingart, Citizen Member, City of Bozeman resident Lynn Zanto, Supervisor, Urban Planning, MDT Ralph Zimmer, Pedestrian & Traffic Safety Committee Roy Steiner, Representative, Gallatin County Road Department Members Absent Staff Present John Mandeville Chris Saunders, Associate Planner, City of Bozeman Ed Musser Carol Schott, Recording Secretary Joe Menicucci Visitors Present Douglas Widmayer R. Dale Beland Alan VanderWay Debe Youngberg Patricia Abelin Gretchen Rupp David Smith Chris Nixon Jon Gerster Chairperson asked the Committee to allow Gretchen Rupp five minutes after approval of the minutes, which the Committee granted. ITEM 2. MINUTES OF JULY 15 AND OCTOBER 21, 1999 The secretary read Lynn Zanto’s corrections to the minutes – “Page 2, 4th paragraph, first sentence – replace ‘competitive projects’ with ‘competitive process’ and “Page 3, 2nd paragraph, - replace the first, second, and third sentences with ‘Lynn Zanto reported MDT’s currently finalizing the MACI-Guarantee guidelines which only apply to Missoula, Billings, and Great Falls. She stated they are also drafting the MACI-Discretionary guidelines which will soon be sent to the applicable cities for review. She indicated the MACI-Discretionary guidelines may be available for the next meeting’”. MOTION: Debbie Arkell moved, Jason Giard seconded, to approve the minutes as amended by Lynn Zanto. The motion carried unanimously. NEW ITEM 3. Gretchen Rupp, 221 Lindley Place, Gallatin County Trails Advisory Committee, an advisory committee to the County Planning Board, noted the Committee is to inventory existing trails, and propose a network of trails for the whole community. She stated they have a plan of attack that includes meetings with local rural school districts. She noted the Committee plans to present
