SPECIAL MEETING MINUTES
ITEM 1. CALL TO ORDER AND ATTENDANCE
Vice Chairperson Debbie Arkell called the meeting to order at 9:10 a.m. and directed the
secretary to call the roll.

ITEM 2. TRANSPORTATION PLAN UPDATE (40-60 MIN)
A. Growth Policy Status
1. County
John Shepard, Planner, Gallatin County Planning, presented a draft of the County=s
Growth Plan to Chris Saunders He stated the County Planning Office has the document on CD=s
and it is on the County web page. He noted the County Planning Office will hold a public
hearing in June and it should be ready to present to the County Commission in July.
2. City
Mr. Epple reported the public comment period for the City Planning Board ended on
Thursday, May 17, 2001. He noted the board would spend the next 30 days evaluating the
comments received and drafting edits and a resolution for presentation to City Commission in
July. He stated the document could be adopted in July or August by City Commission.
B. New Public Comment received to date
Associate Planner Chris Saunders presented a letter from Paul House, and a suggested
edit received from John Shepard. He noted the letters and comments in the packet were
numbered in the order received.
C. Committee Report
1. Review of proposed edits to draft
Planner Saunders presented Staff=s proposed edits, based on public and Staff comments.
He noted Jim Pepper=s concerns have been addressed. Following discussion, consensus was to
add element 11 - ARoad acquisition@ and element 12 - AAccess and Occupancy Management@ to
the list on page 12-10. It was also decided to bullet the elements, with a clear statement the
elements are in no particular order; and leave the ATop Ten@ list numbered.
Following a brief recess, discussion followed on the suggested edits..
After the lunch break, Chairperson Bill Murdock and City Manager Clark Johnson joined
the group. The edit discussion continued. Consensus was to drop edit #111, add wording on
pages 5-1 and 5-2 under AMaps not to scale@ A...strive to design the roads to fit the landscape...@
Discussion ensued on the proposed street standards. On figure 5-3, Diagram 1 was
eliminated, the title of the figure was changed, and ADT=s were removed from all diagrams
depicting street standards. In figure 5-4, diagram 1 and diagram 4 were eliminated. The
Amajor/minor arterial/collector with and without boulevard trails@ will be combined to show
arterials and collectors. Several adjustments were made to the figures depicting arterial streets
with trails.

Consensus on the rural collector standard was for 3 lanes with wide barrow ditches, wide
emergency parking/bike lanes. Rural Arterials were modified to include a center median
2. Adoption with edits
Mr. Epple asked if the Committee wants to adopt the document as edited in the May 18,
2001 memo with today=s revisions; or have Staff make the changes, and send the corrections out
for comment, then determine if TCC needs to meet again to vote. The consensus was that the
Committee is confident with the document with the edits made today.
MOTION: Mr. Lashaway moved, Mr. Murdock seconded, to adopt the Bozeman Area
2000 plan as edited today. Mr. Lashaway noted TCC should not expect have the document
match the City and County Growth Plans exactly. The motion carried unanimously.
D. Other
Mr. Bukvich thanked Chris Saunders for all his efforts on the document.
Thank you note from John Mandeville was read.
Ms. Abelin noted the Beall Street/North19th Avenue traffic signal is installed and she
thanked MDT personnel for their efforts.
Thanks were exchanged between Mr. Widmayer and the Committee.
ITEM 3. NEXT MEETING AND ADJOURNMENT
The next regular meeting will be on July 18, 2001, at 9:30 a.m.
There being no further business, the meeting was adjourned at 4:42 p.m.
