CALL TO ORDER AND ATTENDANCE Vice Chairperson Ross Gammon called the meeting to order at 9:30 a.m. and directed the secretary to call the roll. PUBLIC COMMENT {Limited to any public matter within the jurisdiction of the Planning Board/Zoning Commission not on this agenda. Three-minute time limit per speaker} Mary Vant Hull, reported on the need for improvements to the “Safe Trail” between Bozeman and Belgrade for biking, Nordic skiing, and hiking. She encouraged the TCC to work to make it happen. ITEM 3. MINUTES OF JANUARY 21, 2003 Vice Chairperson Gammon called for corrections or additions to the minutes of January 21, 2004. MOTION: Hearing none, Ms. Arkell moved, Mr. Gammon seconded, to approve the minutes as presented. The motion carried unanimously. ITEM 4. TCC MEMBER REPORTS New A. Kim Falcon, Office of Max Baucus Vice Chairperson Gammon invited Mandy Drysdale to introduce her guest from Max Baucus’ office. Ms. Drysdale introduced Kim Falcon, who reported on the status of transportation funding for the State of Montana from the Federal level. She discussed the House and Senate versions of the bill. A. Transit Report – No report B. I-90/Airport Interchange Report – Pat Abelin Mr. Bukvich reported that the committee has been working on the paperwork for the surveys. Mr. Ebert reported Ms. Abelin has met with the State Transportation Commission and has been tasked with obtaining the engineering study and the land use study being completed by Morrison-Maierle, Inc. He stated these studies were necessary to complete a cost allocation analysis. Mr. Bukvich reported that Gallatin County has appropriated funding for the beginning studies. C. TSM’s Report – No report D. Western Transportation Institute 1. Update on Transportation Projects – Lisa Ballard Mr. Bukvich suggested that WTI not be a regular item unless they have a report. Tom Stuber gave the WTI report noting that the firm of LSC Consultants has been hired to mail a survey to MSU students. There will be a meeting held for discussion of the options at the Courthouse in the Community Room on May 12th. E. Pedestrian signal on Main Street at Bozeman High School Mr. Ebert reported a meeting is scheduled to finalize the plan for signalization of the pedestrian crossing on Main Street at Bozeman High School. He stated the intent of the School District and MDT is to have it installed next fall by the time school begins. Vice Chairperson Gammon noted the project will include an interconnected system. Mr. White asked if there was a cost estimate for the signalization, to which the Vice Chair noted the cost estimate was approximately $20,000 -30,000 as the only street improvements are for ADA requirements. F. Bike Route Signing Plan – Jim Nallick Mr. Nallick reported the Board has put together a proposed bike route system, with the initial stages requiring no street improvements, only signage installation. He noted the board used the Bozeman 2020 Community Plan to plan the bike route system. He reported the plan has been sent to the State Transportation CTEP office. ITEM 5. OLD BUSINESS - None ITEM 6. NEW BUSINESS Ms. Arkell asked if the improvements to Valley Center Road included a trail system. Mr. Ebert noted an eight foot path was planned to be either adjacent to or separated from the full length of the road on the north side from North 19th Avenue to just west of North 27 Avenue. It is planned to be split into halves with the east half being completed first. Construction could begin as early as 2007 if right-of-way and utilities are moved and the Federal highway bill is passed. He noted the path will be a sidewalk on the east end. Mr. Smith asked that posts be placed in the bike path along North 19th Avenue as at least once a day motorized vehicles use the pedestrian path. Mr. White asked if rumble strips were planned for Valley Center Road. Mr. Bukvich stated they probably would be installed. Mr. White noted they are a definite hazard for bikers using the shoulders of the roadway. ITEM 7. PROJECT UPDATES - Discussion only as needed MSU Projects Update Mr. Bukvich asked Mr. Lashaway if the University had been in contact with JTL or MDOT in regard to the improvements scheduled for the College Street/ South19th Avenue intersection improvements. Mr. Bukvich noted Tom McCormick, MDT, would have the details on scheduling. He noted signals for the intersections of Beall Street/North 19thAvenue, Willson Avenue/Olive Street, Babcock Street/South 19thAvenue, and improvements to the Main Street/19th Avenue were included in this project. Mr. Lashaway reported the old VLC property is being redeveloped and included with the proposal are improvements to South 11th Avenue. He noted the development west of the Chronicle building will include improvements to Garfield Street, Huffine Lane, Fowler Avenue, and others. Mr. Ebert noted the project for improvements to Huffine Lane was approved at State Transportation Commission meeting held yesterday. Belgrade Projects Update Mr. Ebert reported a project scheduled for December 2004 was for the improvements to the Jackrabbit Lane/Main Street intersection, and included work on the railroad crossing. He reported a pavement preservation project north of Belgrade should occur within the next two years. CTEP Projects Mr. Bukvich noted there are four projects – Willson School roof, bike path signage, Soroptimist Park improvements, and one other. He noted applications are being reprioritized from the schedule for this district. He reported that Gary Vodehnal has proposed a project for a pedestrian underpass across East Main Street at Lindley Park West Babcock Street Improvements Mr. Hixson reported the city is still in the process of obtaining right-of-way, with four parcels left to be resolved and the right-of-way on three other parcels is about complete. He noted it is difficult and may be impossible to account for the cost of the County’s share of the improvements. He stated the City would prefer to have the funding problems solved by next summer. He noted due to litigation on the use of Impact Fees, the City Commission doesn’t want to take a chance on using the impact fees on projects, then have to creatively plan for the repayment of said fees. He noted there is no other funding source for those improvements. South 19th Avenue - Main Street to Kagy Boulevard Mr. Bukvich reported the project is under development including updating the signal located at the intersection of West College Street/South19th Avenue. Mr. Ebert noted the estimated cost is up to $2.2 million for just the intersection improvements. He stated the improvements for the rest of the street is $5.5 million. Mr. Ebert discussed possible funding sources. Discussion followed on the possibility of completing the intersection improvements and signalization of Garfield prior to the rest of the street improvements. North 19th Avenue and Main Street Intersection Improvements – Covered under previous items. Other North 19th Avenue Ms. Arkell reported the SID public hearing for Valley Center Road/North 19th Avenue improvements is scheduled before the City Commission on May 10th. 8. Signal Projects It was noted that the signalization reports were within other previous reports. It was noted that the proposal for the signal at the intersection of Willson Avenue and College Street should be out for public comment soon, with installation possibly in 2005 or 2006. Mr. White asked if a signal at Gooch Hill Road and Huffine Lane was being planned by MDT. It was reported that the new subdivision south of King Arthur Court was not conditioned to provide any intersection improvements. Mr. Ebert suggested that any subdivisions near Huffine Lane should be sent to SEH for review and inclusion in the Huffine Study. Mr. Bukvich suggested requiring each subdivision do a warrant analysis every couple years and, when warranted, the subdivision would be required to help pay for the improvements required. 9. North Rouse Avenue Ms. Arkell noted that the installation of the water and sewer trunk has begun. She reported the installation should take about 4 months. Ms. Tribelhorn reported the design team has been hired for the North Rouse Avenue widening improvements, and a scoping meeting was held. She noted there will be a new interstate structure over North Rouse Avenue. She noted some issues with the widening improvements to North Rouse Avenue were going to be how to fit everything in with the homes and stream in such close proximity, the addition of bike lanes, etc. Other Mr. Bukvich reported there are two projects to be bid – the resurfacing of Highland Boulevard from Main Street to Kagy Boulevard, and Peach Street from North 7th Avenue to North Rouse Avenue. He noted that probably in July there will be a safety project on Frontage Road, Valley Center Road, and Nelson Road. He reported there is a signal project scheduled for North 19th Avenue and Springhill Road and permanent signal installed at the intersection of Springhill Road and Frontage Road. He noted MDT has been running ads for comments on the improvements to Huffine Lane with Rod Payne as the contact (SEH). Mr. Ebert reported the improvements to Main Street will be done in two stages, from Grand Avenue east to the Interstate and Grand Avenue west to 23rd Avenue. Mr. Bukvich reported the project has evolved so that the signalization improvements can be separated from the overlay of the street. ITEM 8. DISCUSSION ITEMS Mr. White asked about the long term safety concerns of Valley Center Road/Frontage Road. Mr. Bukvich reported the overpass will probably remain with signals installed at both ends of the 0.6 mile between Valley Center Road and the Frontage Road. Mr. Smith asked if left turn lanes could be installed on Durston Road onto North 19th Avenue. He asked for status for improvements to Durston Road from North 7th Avenue to North 19th Avenue and west of North19th Avenue. Mr. Bukvich reported the installation of a left turn lane at this time, without reconfiguration of the intersection, would congest the intersection further. Ms. Arkell noted there is one property owner between North 7th Avenue and North 19th Avenue who is unwilling to settle the right-of-way purchase and condemnation of the property has been transferred to the courts. ITEM 9.
