MINUTES OF APRIL 26, 2006 Rob Buckvich, Page 8 – two signals, one at two signals in that area. One at springill and US 10 and other at Springhill Road and North 19th. No. 8. North Rouse Avenue – HKM doing environmental assessment and environmental document. Not yet to preliminary design. Say public outreach and environmental assessment. Item 9 under discussion. Mr. White questioned if roundabout at 191 and Huffine. Talking 191 and MT 64. instead of Four Corners. (Big Sky spur road) Andy – declare approve as corrected. Ralph – would appreciate having pages numbered. Andy – will make sure done for next go round. ITEM 4. TCC MEMBER REPORTS A. Transit Report 1. Transit Committee Report - Chris Budeski Chris B not present. Jeff Rupp – recei ved final approval of application. So can now purchase. Have borrowed from Yellowstone Park for fair and sweet pea. Made commitmentment to MSU to keep open for students. Laidlaw is partner and trying to access inventory for lease for a year. Since long time getting monies for bus. Will not be yellow buses retro. Will be two or three square transit and three more like paratransit like see now. Rob B – City and MDT staff in last couple weeks involved in stop locactions and what need to make bus stops work. Handicapped accessibility curbs. Starting to work so will do what cdan to be ready when system is ready. Andy – so system will be up and running with leased buses and stops as best can. Jfefff – will use as many stops as can. Streamline. Rob B – mostly new. Not many existing that we found. Andy – how will this be marketed? Anyone developing marketing and advertising to get word out to maximize ridership. Rob B – waiting for logo to order signs for bus stop. Have a marketing agency on board. Will be marketing it. Some talk that would start running routes two weeks before taking on passengers. Andy – laidlaw employees? Jeff – yes. Debbie – if have any pull with logo, need to make signs. Andy – sounds like good progress being made. Energy to get going. And will be advertising to get going. Good. Feedback from fair? None. Gammon – part of marketing strategy is no cost for riding? Is that for first year? Jeff – don’t know how long. Andy – one of our members is sight impaired and would be good to have you introduce yourselves for Mr. Zimmer. 2. Transit Partnership B. I-90/East Belgrade Interchange Report – Pat Abelin Pat – EIS moving right along. Doing ery well on original schedule. Should have final public hearing in next month or two. Will be interesting what have to say. Copperation really amazing. MDT wonderful. Regular attendance by Fed highway admin. Seem to get a lot done. Next thing to worry about is links to interchange. Need quite a bit of public comment. If have links that need to be built, will need to build them. Have to build east Belgrace bypass through airport property and not sure who resoponsibl.e. lot of links on south side. Working on them, funding and who’s responsible. Trying to make as much as can that can have someone who is develroper build. Will see luck when get to end. Anbdy -= anticipate most developers will view as important investement and add monies to their project. Economics. Not surprised if get lot of help that way. Issue is to get plans in place. Lee – County role. Likely will do lion’s share of construction. Not desire, but understandin.g P:at – if build to state stnadrdsm much more costly than if county does. County standards cheaper. JP – alternative in case airport decides can’t build road through airport property? Pat – don’t think there is. Rob – did all modeling for traffic to justify based on bypass being in place. Exact location not in stone. Jeff Ebert – Ted Mathis is on committee that Pat has been mneeting with and very much in support and somewhat shepherding through. RSob B – and put forth only real cash into project. $300,000 for bypass study. Consists of route from road into Airprt to ty to Dry Creek Road to relieve pressure on Highway 10. Jon H – reiterate desire for adequate bike/pedestrian facilities through interchange. And public comment earlier in meeting. Ted Lang here and involved in discussions with individuals and might have update or info on links. Ted Lang – Doug Spadden and I met with Larry Watson on safe trail from Bozeman to Belgrade. Safe trails coalition. Frontage Raod, Valley Center to Alaska or Jack Rabbit and Huffine to Jackrabbit. When met with Larr Watson, compelling case that Frontage Road to realistic. North side with widening and south side ROW issues and huge fill issues. Best alternative is Valley Center to Alaska. And airport interchange important and likely residential to the south of interstate. Vision is any connection fully grade separated. And out of each others way. Tunnel for linear trail along interstate in Butte is exampole. Wwant to see investigated to make component. Rob B – as we probably discussed in past, planning separte 8 foot path for Valley Center project. Propose we would pave with project if County would maintain it later. Could do that. Lee P – always understood unless 10-foot-wide path that MDT would not endorse or contribute toward paving on that and with limited ROW impossible to do wider path. So don’t now whether possibility or not. Wish had Parks Dept. Rob B – met with Commissioners a year and a half ago and convinced us to go narrower and woujld be gravel path. Lee – and went with gravel because of maintance in winter as well. 10-foot path difficult to plow with pickup plow. But up to Commission. Ralph Z – Jon’s coments re advocacy for adequate pedestirna nd bicycle facilties in conjunction with new construcigton, PTSC strongly supports and personnaly support. Opportunity to walk through interchanges in Bilings where at point no provision for pedestrians at all and don’t want to do here. Public comment – Ted Lang – see later in agenda is temporary appt to TCC for safe trails. GVLT, want to make sure participate in process. Last time working group set up and GLVT on the working group. Doesn’t need to be temporary appt to TCC but working group. However want to swtructure to make sure thtose of us have opportunity to do so. Andy – reuqst and idea last time was to have Safe Trails Committee on TCC for duration of update process. Felt needed to be agenda item for official action. Was approved at last meeting by consensus. GVLT welcome through safe trails or BAB or through contact or attendance at these meetings. Doug McSpadden – safe trails coalition. Back to Valley Center – wonder if need to meet with County and MDT to get finalized. May be worth meeting to sit down and get done and have worked out. Have heard both sides. Just need to get it settled. Regarding interchange, it’s going to be crfitical piece of puzzle so hope listen to that voice. If draw southbound line from Alaska Road, comes in around Monforton School so if lose that access point, impact on getting trail from Bozeman to Belgrade. Getting direct access was NO. 2 for Belgrade. No. 1 was north side of Jackrabbit. To echo what Ted said, looks like Valley Center might be est. Pat A – probably helpful if attend next public meetng on interchange and look at lpans to make sure helpful for you. Date and place not yet set. David Smith arrived at 10:05 a.m. C. TSM’s Report Andy – 70 or 80 little projects from last update. Anything? Debbie A – major project is Wallace paving. Start next Wednesday. Wallace from edge across tracks until run out of Money and stuff. At about Oak Street. D. Bike Advisory Board Jon – continue to work closely with PTSC. Regular attendance of each other’s meetings to assist in update process. Working with Doug and safe trails and GVLT and also involved with PROST planning effort. And tightly working with them in abilitites to map out trails that include shared use paths. Feel important to make sure all plans on same page and subseqnet plans and updates. Andy – coming out flast meeting, TCC members as whole emphaiszesd the importance of thefour agencies to speak as one group to this and the governing bodies. Will be way more effecgtive working together instead of independently. E. Other TCC Member Reports Ralph – PTSC is meeting. Normally take summer vacation and not doing this year. We have been in process of establishing better working relationships with other groups. David – lastd Friday Chamber talked about legislative issues. Laundry list of other things like bond issues. Put up county bridge and road levy for tax increase for roads. Not one single person voted against—it was unanimous approval. Local option gas tax, got excited about it. In favor of it. Stunned me. But shows importance reaching for need of transportation. Chamber wants to play big role in transportation plan update. Andy – county option gas tax surfaced againa year or so ago. Had County Commissioner surprised to be reminded of opportunity. Lee – talked about it informally. Really didn’t give much chance and not seriously considered but obviously an option. Chris K raised that option. Dave – it’s a usesr tax and with the amount of tourism in the area, effectively doubling moines. Especially if look at Big Sky and West Yellowstone. Rob B – local option gas tax not yet utilized in Montana. We might be the first. Andy – and with Chamber behind it and the importance to the businesses of getting the roads improved. ITEM 5. OLD BUSINESS A. Status of Bozeman Area Transportation Plan 2006 Update Andy – since last meeting, planning staff had been taking lead in putting together RFP And anticipating would manage trans plan update contract. Our workload is such in consustation with CM and Debbie and Rick, transferred that responsibility to CE division. Bob Murray will be administrator on the project. Rick H – the deadline for propsoals was a week ago Friday. Received three. PBS&J and Robert Peccia & Associates and HKM. Bob will send out proposals to the committee post haste. Will look at proposals, interviews and slect most qualified to do update and then scoping meeting. Al VanderWay – before can proceed with singing consultatnt have to get contatrct agreed and frudning through. Hung up in County. Need to get them to sign on. Chris Scott – budget will be approved Mid-August and looks like funding is there. Al – can’t put ;monies toward plan until have contracts signed. Ralph Z – full name – Rick – four people’s names and don’t know names. Based in Colorado and big outfit and opened satellite office here. And in Helena as well. Andy – when that gets rolling, will probably need monthly meetings to review draft documents and make policy decisions. Active six to ten months. B. Establish Temporary Appointment to TCC to represent the Safe Trails Coalition during the 2006 Transportation Update Process Andy – reviewing minutes, did that lsat meeting but not comfortable since not agenda item. Not appropriate to consider action final unless on agenda. So on now. Need motion and vogte to create position. Debbie A – way minutes read, safe trails coalition. Will we select or them pick? Debbie A – motion that be temporary member during update process. JP seconded. Ralph – comment previously that to add permanently would require bylaws change. Did temporary not require a bylaws change? Andy – read the bylaws. References additional members may be appointed by majority of membership if need arises. No longer bylaws amendment. Rob B – voting or non-voting member? Comment – would be more comfortable with charging consultant to specifically meet with safe trails organization along with other pedestrian and bicycle groups. Stems from concern that have represetatin from two groups here now and worried that stil will miss someone. Several groups out there. In last go round not consensus from groups on what wanted in document. C oncern is get everyone coordinated. Better charging consultant to make sure done than to brng one or two more groups on board. Jon – added language in ropsoal to require contractor have someone coordinated on bicycle and pededstrian facilities to be involved in plan. Agree there are lot of other groups involved. Realizing goals wholistically. Agree having consensensus withion groups would be good. TCC filsl role not represented in county as far as cycling goes. Like to have someone involved incounty to be included. Andy – voting or non-voting member? Now the FHA and manintenance in MDT are non-voting. Bob L – if willing to entertain input from someone as temporary think need to be voting. Would offere friendly amendment that be voting membership. Debbie accepted and so did JP. MSC unanimously. C. Other Old Business None. ITEM 6. NEW BUSINESS None. ITEM 7. PROJECT UPDATES - Discussion only as needed MSU Projects Update Bob L. – no projectgs to affect trans around univ or Bozeman but deep in master planning process. Broadly advertised. But point out that our next large public venue will be second week of October. If would like, can get info to our staff support for e-mail to alert everyone. Met with trails folks and City folks. In October will have firsdt look at the plan as it begins to gel. Probably at widest point now. Driving toward two scenarios from five. Good time to see what we think ar givens and assumptions. October might be good one for you to consider looking at. Will advise about a week ahead. Belgrade Projects Update – Andy – Jackrabbit construction? Rob – pretty well complete. Close to right on schedule. CTEP Projects Sara --- we anticipate receipt of construction documents for Milwaukee Trail conversion and library earmarked projects within next two to three weeks. Then to bid. Soroptimist Park under construction. Proceeding quite nicely. Should see construction wrapped up within next six weeks. Possible power may not be ready by then. Project manuals for East Willson School roof project in hands yesterday. Will submit within next five to six days to CTEP and get launched. Hoping to get roof done before winter. Still behind on College and Huffine shared use path project for consultatnt to do design work. Will get ad out soon. South 19th Avenue – Main Street to Kagy Boulevard Rob – in process of doing advanced acquisition of ROW to catch back up on schedule to bid in June next year. Alignment issues to address involving Dr. Rogers and College Street. If can sort out without requiring much of redesign, should be able to stay on schedule to let next summer. Jeff E – there is a fairly lorge potential of show stopper. Dr. Rogers property. Looked at realignment of College Street intersection at his instance. He feels should buy MSU property for that relocation. And have not yet addressed condemnation issue. Trying to prove necessity. If have to relocate and look at shifting alignment, affects what City may eventually want to do with College. So shifting that alignment over to where it would affect MSU property and both east and west of 19th. So meeting on Friday and will go through some of those issues. Hopefully quick resolution and then move on. Andy – reason for north isde? Jeff – Dr. Roger’s arugment is MSU is public land. Wether shift or not, no way to preclude axquiring some property from him. Little or lot, need some of his. Ned to make sure do everything so if concennation issue, will be in good position. Debbie – College legs, three lanes? Rob B – right turn, straight, left turn, and straight. Without that type of improvement cannot do any work on 19th from Main to Kagy. Jeff – neede both projects at same time. Center turn on 19th that intersection could not accept because phase for moving of traffic so if doiens’t happen, can still look at that. Way designed, need both at same time. Debbie – and with $5 million earmarked, what is potential to lose? Jeff E – no effect on $5 million earmarks. Available until expended. Congress set amounts up but FWHA has takedowns and that takes moines from those earmarks, so may be about 12% takedown. Other issue is new legislation passed in last legislature that said State needs to utilize maximum amount of overhead back out of the processing and use of FAU monies. Still sorting through that information. Consequently, will kick us into use of more urban funds for it. Jeff E – pushing hard on College/19th intersecgtion. Was identified as congestion and air quality issue. $800,000 levied toward that and $150,000 of that was for dedsigna nd overall cost upward of $3 million for that intsercetion. Plea into planning division to requiest additional CMAQ funds up to $3 million to help out s don’t have to tap into urban funds. Two projects about $6 million total. Debbie – meeting on Friday? Jeff – wilol discuss options on how long will take to redesign. Believe City has been invited to participate in that. Sara – have been in discussions with head of CTEP bureau. Info received is that whenver fed makes allocation, recscind 1 to 2% off top and then State 12% takedown for admin costs so total rescission for those rojects after 2008 is around 15% off top of earmarks or allocations made from federal monies for transportation projects. 5. North 19th Avenue/Valley Center Project Debbie – substantially complete and can be removed from ist. David – Ribbon Cutting on 17th at rest area. Debbie – MDT doing speed study on Valley Center. Want to get cleaned up and reset. North 19th Avenue once construction done will be 40 mph from Durston to interstate. Andy – good project and has opened doors for businesses and cleaned up traffic. Andy – chip seal project seemed quick interruption. Painting done? Rob – firstd application done. Second application will be 30 days later. 6. Signal Projects a. Willson Avenue/ College Street Jeff E – had hired Robert Peccia & Associatesto help in envrinomental analysis. 4F analysis is part of overall. Has been submitted and appears what looked at was effects of traffic sifnal and incorporation of roundabout in lieu. Because of the necessity to qdcquire ROW, determined roundabout had adverse effect on historic nature of area and decision has been made and concurred by MDT historic improvmenet office SHPO so looks like traffic signal is toption to be selected. Now matter of deciding on type of traffic signal to meet historic requiest of the City that be installed. Didn’t want black powder coatig. Back to City to select design and intent to make the same as those on Main Street when update them as well. Jeff R – going forth or back to Commission? Jeff E – at last Commission meeting we were instructed to look at roundabout and if not option due to environmental issues, City would support a traffic signal. Bob L – if Commission doesn’t support, then doesn’t go in? Jeff E – my understandingt that City said either signal or roundabout. Bob L – my read was that if roundabout didn’t work, wouldn’t support signal. Debbie A – was going to advise the Commission that roundabout wsout and signal would be in and reitarte motion. And the motion was clearly to do roundoaubt or signal. Not unanimous vote. Bob L – who makes decision? If Commission says don’t support, will it stay as is or will MDT say need something? Jeff E – we will walk away but will be issue payback back to the federal govt. costs associated with no build option to both City and MDT. Configured lanes to minimize loss of the parking. Jeff E – one of the issues out there is should they ever get hit, need extras on board. Andy – if can estimate on how much obligation the City would have if chose no build option, might be important for the Commission to understand. Rick H – we need to know about htose things. If I had known that going into this, it might have affected our division’s submittal of the application for nomination. High accident intersection. Had I know this or that should cut our losses, could have stopped before work had gone. Could have pulled plug and minimized costs. Andy – anticipate will proceed with the signal project. Bob L – anything we should do on taking stand on this? This group was supportive of the project. Rick – in the last update as well. Rich McLane – testified at number of meetings on intersecgtion. Make sure no matter what do, sometimes hard right thing. So Rick mentions lack of publikc support. T hat’s the people there. Not majority of citizens that need safer intersction. Crash statistics. Some solution is necessary. Lot of accidents and intersection not safe. JP – appreciate comments from Rich. Have heard from residents in the area, one three houses way, who supports the light. She would love regular interruption of traffic flow to make safe maneuver. Has been hit going in and out of own residence. Thankful that support and mititaton when injury accidents or fatals at Huffine. Thanks for light at Cottonwood. Waiting for solution at this corner for long time, since student crossing street. If support from TCC will happily will give vote to it. Ask Commission to pleae put in solution. Seems traffic light most predictable system for drivers and pedestrians to use. Didn’t support roundabout after head from three that didn’t want to give property to roundabout. Rob B --- explain that like all of our projets, had to get environmental document. When started, thought would be easy. And no build always on the talbe. Felt chance not supported. When Commissino supported it, where corssed the line where now if goes back andchanges mind, that’s where get into payback. Always on table would walk away and not out any monies until Comission accepted it. Don’t know if will anticipate new Commission will speak on it. Now no payback. Bob L – motion – send letter from this group reconfirming support for resolving safety enhancements at that intersection in recognition of safety issues evident and lack of level of service, etc. rather than specific support for signal that do nothing option is not acceptable. And don’t know of any other ooptions. JP seconded. Chrishopter Scott. Has stop sign optio been out there? Rob B – and rejected because of disparity of level of traffic on the various legs. Ross Gammon – this boils down to safety only. Talk one or two opeole in immediate area a little upset. If one of their kids that got hit in that intersection, firs regret would be not having signa. Other concern with motin. This has been studied and studied. Hate to see motion put on table where not recommending what final conclusion was, to put signal in. not benefit to put motion on table to go back and stud possibly. Lee – agree with that. Don’t dance around. If traffic signal is the only viable option and safety is issue, should strongly support the optin. Ralph – sub mtion – this body go on record affirming earlier decisions by City Comm and outcomes of trans plan and recommend installation of traffic signal at that intersection. JP seconded. Jeff R – think wise to provide nput to Commission. Think will revisit this issue. And two negative votes. Believe other options like removing parking. But that didn’t affect the safety. Concern for accessing downtown. Fiar to sauy will be disucsed. What’s been lacking on ths so far is a vote yes or no. Andy – Commissino will have the info to make decision on. Debbie – outcome of the study at this intersection as friendly amendment. Ralph and JP accepted the friendly subsgtitute motion. Vote on substitute motion as motion. MSC unanimously. Jeff R abstained. Vote on motion itself. MSC unanimously. Jeff R abstained. Original motion had gone away. b. Other Ralph – comment as traffic engineer. Rarely will do something that toally solves a problem and often times, what do involves trade offs. Different kind of accidents. That’s typical. Question that traffic engineer faces and ecision maker is whether benefits of change offset the penalties of the change. Fully expect will be acceidents involving peole getting in andout of driveways along there but personally convinced that in total, traffic signal will be improvement over situation today. Other projects – left at Baxter and 19th? Debbie – there is. Lowes must install left turn arrow. Asked MDT to look and determine if can wait or if needs to be done earlier than when they open? Jeff E – looking at that and believe will approve it. (OVER) 7. North Rouse Avenue Rob B – had invidiual meetings with schoooll district and addressed some of their concerns and with bicycle and pedestrian folks. Working through environmental process. Expect another public meeritng in winter. Jeff E – also had stgaff and consultant meet with residents along to discuss processes and amount of ROW to be acquired. Several homes where looks like will be total take. Plus matter of how much. People now living with fairly small yards anw idenning to fit amenities in with boulevard, sidewalks, lanes, does necessitate widening. Preliminary discussions with those folks and almost 100% appreciative of our effors. W il continue as project evolveds. Andy – neighbors surprised to hear five lane option being considered. Jeff E – originallyw as looked at and in fact, dismissed especiallyon southern end of project. May be opportunity on north end still, but has problems there even. 8. Durston Road Street Improvements Rick – portion west of Hunters way virtually complete so now portion between Hunterws Way to 19th will go quickly. Think next streth will go fairly quickly. On schedule to be done by fall. 19th to 7th proceeding on schedule ena dwill be done this fall. Bob L – go west of Hunter Way? Rick – goes near Fowler. West of that is done. Rick – 7th to 19th is separate project. David -- $2 million for Durston/7th? Debbie – word from Sen Burns office that earmark for Durston and 7th. About a year ago put together a proposal. Nominiated Highaldn nand Main. College in three segments. Durston intersection. Wnet ot TSMs and popped most viable ones. Correlate to the projecdts. And nominated Durston for the current improvements. No guarantee dthat moines will come. Would be project through MDT andw ill need to use urban funds. And ROW purchase. Fix the processes. Improvements on Durston to turn onto 7th better and drainage. 9. I-90 Improvements Rob – continuing on with the project. Chip seal and westbound bridge replacements. To be done this construction season. 10. Huffine Lane Access Control Study Rob B – one decision is that would have public info meeting to present results of the study and proposed changes to Huffine lane. Expect this fall but not yet set. 11. Jackrabbit Lane Rob – no changes. Still working way through environmental documents to see what to do long term on Jackrabbit. 12. Other Bob L – 191/Main resurfacing? Still on schedule. Downtown next summer. Then 2010 or beyond for remainder. David – the chip seal and overlay on 7th not well received by businesseds alolng the road. Be considerate of that. If going through downtown, could be real painful. Not sure if can offer bonuses for evening work. Needs to be addressed ons chedloing and tming of things. Lot of businesses that were devastated. Want to see work better on that. Not very successful. Want Main to be successful. Rob B – did at night before. Will look for downtown for their nput. Shut down three months for the sidewalk project. David – do before firsdt of Juen or afer September so not in prime tourist season. Jeff R – downtown boards have been aware if this so not a surprise to thej. Rob B – they have been aware. May need to ask them more directly for input. Jeff E – one thing done in other areas, contractor set up website and weekly meetings. Anticipate will use same process here and coordinate. Intent is not to intrerrrup entire corridor but when hear stay out of June to August, the oter times we are plowing snow and need more than a week to do the work. Part of doing business. David S – working with contractor on when sections are to be scheduled helps. Rob B – will not close the street, will be one lane each way. And just a week project. Jeff R – and the downtown businesses interested in sidewalk color and signals. Rob B—will be countdown timers in downtown core. May not look like anticipate. N ow the signals are timed. When light changes gree to red, countdown. When go, will change so side streets change when needed. Detector loops on the side streets. So will be green on Main and turn for the access. Doesn’t allow countdown timers to start so countdown will start when signal starts to turn. Actuated raher than timed. Emphasis on traffic on Main. Jon – assume actuators sensitive to bicyclists as well as cars? Rob – no more than they are today. Andy – pedestrian activated as well? Rob – yes. Andy – technology for bicyclists? Now have to go to light and push button. Rob – now may have option of video. Debbie A – any decision on crosswalk treatment? Joe – will start developing. Not done yet. Will involve City. Debbie – and have talked to Joe about using on side streets as well. May need to tap into it. Ralph – if actuated not timed, will they be timed at all? Or progression involved? Rob – will be interconnected an will try to maintain progression but sem-actuated through corfe. Sara – DBA has let request for proposals to expand the downtown core toincude side streets between Mendenhall and Babcock. Not widen sidewalks in any given space but plan is to use TIF and CTEP and business owner contribution to complete extension of sidewalks.
