CALL TO ORDER AND ATTENDANCE Chairperson Livingston called the meeting to order at 5:30 p.m. and directed the secretary to record the attendance. MINUTES OF AUGUST 22, 2007. MOTION: Mr. Rea informally moved, Vice Chairperson Pentecost informally seconded, to approve the minutes of August 8, 2007 as presented. The informal motion carried 3-0. ITEM 3. PROJECT REVIEW 1. Flying Horse Communications Building COA/ADR #Z-07191 (Knight) 347 Ferguson Avenue (Ridge PUD) * A Certificate of Appropriateness Application to allow the construction of 10,000 square foot, two-story office building with a 5,000 square foot footprint and related site improvements. Susan Kozub, Mike Elliot, and Dan Harding joined the DRB. Ms. Kozub directed the Board to the Staff Report. Mr. Harding stated the concept of the building was to have flexible space on the lower level with an area for circulation. He stated the primary home for Flying Horse Communications would be on the upper level and the proposed materials would include galvanized corrugated steel, concrete form, and brick. He stated the entryways would have plaza areas with glass garage doors on all sides. He stated the upstairs would have a series of spaces and the glazing walls would roll up and down for use as seasonal outdoor decks. He stated there would be a scrim or slat wall that would conceal the interior staircase and the landscape would be planted bars of Aspen trees. He noted the building design was fairly simple and would fit in well with the Ridge PUD. Mr. Rea stated the Board’s Landscape Architect might raise some concerns with regard to the use of Aspen trees in the landscaping due to the amount of water required to take care of them. Mr. Harding and Chairperson Livingston stated the water table was high in that location and would provide the proposed trees with enough water. Mr. Rea asked if the proposal would be the face of the development coming from the south. Mr. Harding responded that it would. Mr. Rea asked if the proposed metal would be bonderized. Mr. Harding responded that it would be bonderized and the steel would be placed behind the wood causing a fence-like element of relief to the structure. Mr. Pentecost asked how the top of the screen wall would be supported. Mr. Harding responded it might need to be trussed back to the top of the building, but there would be some structural tieback in that location. Mr. Rea asked if this would be the first building constructed in the Ridge PUD (other than the Ridge addition). Mr. Harding responded that the building was slated for construction first, but others would follow shortly thereafter. Mr. Livingston asked if the proposed garage doors would be similar to the ones on Peach Street and Wallace Avenue. Mr. Harding responded they would. Mr. Livingston asked if the proposed entry canopy would be the main entrance to the ground floor. Mr. Harding responded it would be; adding that the entry would be compatible with the other proposed structures with calibrated brick if possible. He stated the garage doors could become commercial glazing if they proved to be too expensive; adding that they were researching other options. Mr. Pentecost suggested that it would be a good idea to research other options. Mr. Harding responded that existing doors of similar design were well used throughout town. Mr. Rea stated he thought the project would be very good looking and he was in full support of the project; adding it would be an innovative use of materials. He stated the first project in PUD’s often drives the overall quality of the rest of the PUD and he was glad to see the proposal beginning the d3eveopment within the PUD. Mr. Pentecost stated he agreed with Mr. Rea’s comments and was in full support of the project. He stated the surrounding neighborhood would first think “what is that – it is not appropriate”; noting that the proposal had followed the PUD design guidelines and there might be phone calls, but the proposal would be a great addition to the area. Mr. Livingston stated he agreed with previous DRB comments, he thought it was a nice project, and he was supportive of the proposal; adding that it was simple and straightforward. He stated the durable material on the outside also made it distinctive. He stated his only concern was that the Aspen trees might begin to steer the direction of the landscaping or become the exception to the landscaping when all the other buildings came online in the PUD. He stated he thought Aspens were a good option as far as sunlight and shade were concerned, but not necessarily when the rest of the PUD was developed as the Aspens would run rampid. Mr. Harding responded that the Ridge seemed like a fort and the wall of Aspens would soften the fort appearance and scale; adding the groundwater would supply the trees. Mr. Livingston stated the meditation park could contain a lot of trees and still be meditative; adding that the park was a big concern when the DRB had reviewed the Ridge proposal. MOTION: Mr. Pentecost informally moved, Mr. Rea informally seconded, to forward a recommendation of approval to the Planning Director for Flying Horse Communications Building COA/ADR #Z-07191 with Staff conditions. The informal motion carried 3-0. ITEM 4. PUBLIC COMMENT – (15 – 20 minutes) {Limited to any public matter, within the jurisdiction of the Design Review Board, not on this agenda. Three-minute time limit per speaker.} There was no public available for comment at this time. ITEM 5.
