Paul Layton, (WWTP superintendant), Marc Gaines (city employee) Herb Barth (city employee), Nick

Interest
• Mitch Mihailovich NWE –Help w/ getting involved early in the process.
• Dave Ryan‐ NCAT Energy Conservation Program, worked on MT Climate Change Action
Committee‐ mechanical engineer, energy conservation engineer
• Dan Harmon‐ HDR‐ WWTP Missoula. Involved in the design of expansion. Design complete
April/May. $43 million to finish upgrade 1. 6MGD ‐‐‐8MGD. Increase capacity‐ change what it
can do for advanced treatment. MT DEQ‐ bid by Aug 08
• Paul Layton WWTP‐ increase technology and increase green plant. Need help from committee to
see to commission.
Issues & Questions
• Billing anomalies for admin building. Shows over 10,000DKT for Nov and January. Will look at
billing for 1999, 2001, 2002, 2003 and take average of last four years. This affects the baseline
figure for task force. Meters are both on base 10,this could be reason for mistake.
• Dan Harmon gave presentation on proposed project.
• The group identified their goals, opportunities, challenges and needs.
• Does the city have a minimum ROI for projects
Goals
• WWTP‐ Increase capacity w/new technology
• NEW/NCAT‐ Cut kwh and gas used
• WWR‐ Reduce carbon footprint and achieve environmental goals of MCPA
Opportunities
• Pilot Program w/NEW – Simple payback must be w/in 2 ½ ‐ 8 ½ years for funding considerations.
• Europe has ultra sound sludge system
• Steam generator applications
• Upstream management – reduce organics
• Micro‐turbine technology
• More Efficient technology
• Septic haulers save gas by collecting grease from restaurants‐‐‐use grease to run micro‐turbine
• Alternatives for garbage disposal—composting
• Eliminate Biological Oxygen Demand (BOD) from going through – fat oil and grease problems
• Life cycle energy cost vs initial capital cost
Challenges
• Maintenance high on Micro‐turbine below 230kwh
• Need additional gas for co‐gen – currently not producing enough methane

• Steam Generator – high pressure boiler higher risk and needs 24‐7 manpower
• Want to move away from 24/7 manpower

Next Step
• Best case w/ list of measures
• WWR can make recommendation that can help archive the goals of the task force and may help
achieve goals of WWTP. NEW may be able to provide funding to achieve those goals.
• WWR will prepare list of recommendations.
• City can put together a cost/benefit analysis of the recommendations to present to commission.
