Minutes of the Recreation and Parks Advisory Board
August 13, 2009

Minutes:
The minutes of July were approved as written.
Public Comment:
Individuals concerned with the Bogert Pool hours and operation expressed
complaints. Hudson and Holly Hart both spoke unfavorably of early pool closures, fewer hours of
operation, and irregular hours of operation. Additionally they discussed the family pass and stated that
they thought it should be valid for both the Swim Center and Bogert. Other community members
commented that the pool(s) should be open earlier then 6 am. Also Mary Jensen wrote in to add to the
list that lifeguards should not be performing maintenance tasks like painting and cleaning.
Pool Hours Presentation:
Jaclyn Katz: Jaclyn expressed a host of problems she found troubling in the
operation of the public pools.
Liaison Reports
Park Improvement Grants:
Terry Baldus: passed out a Park Improvement Grant Presentation
schematic design which will be put on the agenda for September. She requested that comments and
documentation of projects that used Park Improvement Grant money to be sent to her via email.
Subdivision Review:
Sandy Dodge: Laurel Glen has yet to get final approval for their master plan, and
additionally they lack a final park plan. The committee needs to get the plan before the city commission
no later than September.
Bike Board:
Bob Wade: Bob mentioned the bike kitchen has had a strong reception within the
community. Also he mentioned that two recent foot races have been successful fundraisers for the city.
GVLT:
GVLT is seeking national Recreational Trail designation for the Drinking Horse Mountain
trail.
Plans for a vault toilet at the Sourdough Canyon trailhead have hit a snag. The existing septic vault
installed several years ago for a planned development at the trailhead is not compatible with currently
manufactured toilets. It may have to be removed and replaced.
A Montana coalition of interested parties including GVLT is working to promote Transportation 4 Amer
ica a national transportation bill that should be moving through congress in the next 18 months.
"How we make decisions on transportation decides how healthy Montana and the country will be."
GVLT is hoping to spark a campaign of publicity and letter writing to promote clean and healthy
transportation options.
Parks and Recreation Directors Report:
Ron Dingman: Ron said the Story Mansion has been rented
for some events and the staff will review the year when it has passed for the successes and failures of
renting the facility. All in all he felt it was a successful public amenity.
The 11th easement connector trail had a minor engineering hold up. The trail will need funding from
both CTEP and MSU donations.

Mayors Report:
The Mayor, Kaaren Jacobsen was unavailable. She expressed her regret for not being
able to make it. RPAB as a board articulated a need to have her as a liaison present at the meetings.
Parks Division Report:
Park Crews are staying busy with daily maintenance which consists of restrooms, garbage/dog
stations, mowing, weed eating, playground inspection and maintenance, aerating, spraying, trails,
MCC crews have helped us out this summer, with their most recent project being the repair of
the fence around the East Gallatin Recreation Area. They also installed tree rings at the Bozeman
Pond, installed a temporary trail leading to the dinosaur park and will be improving baseball
infields.
The seasonal staff will be down to four by the end of the pay period. The staff has been great this
year and we look forward to seeing their faces next spring. Doug Eisenman, the Park foreman, is
doing a great job running the crews this summer.
The restroom replacement at Kirk is progressing nicely. The foundation has been poured, floor
drains are plumbed in and the floors should be poured at the start of next week. After that, the
build will go pretty fast.

The Park Improvement Grants that were frozen have been released.
With the exception of one softball tournament, the summer user groups have wrapped up their
seasons. The turf crew has been busy getting the fields ready for f
Club football AYSO soccer, YMCA flag football.
Along with Sweet Pea, last weekend we had a fundraiser for Bogert Park at Bogert Park. The
group raised over $1500.00. The money will be ear marked for future improvements to the park.
Speaking of Sweet Pea, the park looked fabulous and received rave reviews. This week we will
aerate it with two different aerators and fertilize with a slow release, high potassium blend. The
park will snap back fairly quickly.

Budget approval goes to the commission on Monday night. Essentially, since July 1, we do not
know how much money is in our operating budget.
Other:
David Cook would like to have the status of the Cash in Lieu more available for the RPAB
meetings. Sue Henning questioned if the landfill had stopped accepting trash was irrigation a part of the
plan. Bob Wade mentioned in light of all the discussion concerning funding that the Bozeman Classic
registered 330 kids for $2500 which will go to the Recreation Department. Also the Ridge Run raised
$3000 for the next climbing boulder project.
