SUBJECT: Corcoran Addition/Partial Demolition Certificate of Appropriateness
Application (#Z-09102) – 210 South 7th Avenue
MEETING DATE: September 21, 2009
AGENDA ITEM TYPE: Action Item.
RECOMMENDATION: The property owner, Kerry Corcoran, requests her Certificate of
Appropriateness application for 210 South 7th Avenue (#Z-09102) to be opened and continued to
the City Commission’s public hearing date of October 19, 2009. The request is to allow
additional time to discuss the design of the proposal and to allow the project architect to attend
the public hearing.
BACKGROUND: The Corcoran Addition/Partial Demolition Certificate of Appropriateness
(COA) application was submitted to the Department of Planning and Community Development
in June 2009. The application was initially reviewed as a standard COA application. During the
initial review of the project, it was identified as containing components of demolition of the
existing structure. Furthermore, it was identified that the Montana Historical and Architectural
Inventory Form for the subject property, 210 South 7th Avenue, required an update. The
preliminary update of the inventory file indicates the property is “contributing” rather than
“intrusive.” This is due to a combination of things, including the original date of the structure,
the dates of alterations to the structure, and the original materials still existing on the property.
The Unified Development Ordinance (as effective on August 8, 2009) states that “The Montana
Historical and Architectural Inventory Form shall be reviewed and, if necessary, updated by the
historic preservation staff to reflect current conditions on the site, prior to the review of the
proposal” (Section 18.28.040, “Certificate of Appropriateness”). Furthermore, it states “The
demolition or movement of conservation district principal and accessory structures or sites,
which are designated as contributing elements by the Montana Historical and Architectural
Inventory…shall be subject to approval by the City Commission, through a public hearing”
(Section 18.28.080, “Demolition or Movement of Structures or Sites Within the Conservation
District).
Planning Staff notified the property owner that the Certificate of Appropriateness application
would need to be reviewed and considered by both the Design Review Board and the City
Commission due to the property’s “contributing” status. The Design Review Board reviewed the
project on September 9, 2009 and recommended overall support of the partial demolition, but

identified some concerns with the proposal’s front elevation design (particularly the front porch
design). Planning Staff has indicated support of the partial demolition, though also has some
design concerns with the front elevation.
FISCAL EFFECTS: The Certificate of Appropriateness application fee was processed as a
standard sketch plan and will be considered as application revenue for the Department of
Planning and Community Development.
ALTERNATIVES: As suggested by the City Commission.
