Change Order #2, modification of the existing contract to include additional work. Direction from the Building Department to add fire rated protection for foam insulation MEETING DATE: August 31, 2009 AGENDA ITEM TYPE: Consent Agenda RECOMMENDATION: Authorize the City Manager to sign Change Order #1 for the Landfill Building Addition. The result of this change order will be a credit to the project in the amount of $186.05. Authorize the City Manager to sign Change Order #2 for the Landfill Building Addition. This change order is to add additional services to the existing contract in the amount of $29,799.02. The work included in this change order is to add the required fire protection and fire rating between the new addition and the existing garage. BACKGROUND: Change Order #1 includes four items; CP#5001 is the conversion of 3 electrical outlets from duplex outlets to four-plex outlets. This item is an owner requested item. The change will provide additional electrical receptacles so that the crews can plug in their radios without the need for extension cords, total price is $45.58. CP#5003 is for the modification of the sidewalk layout. This change added additional sidewalk, curb, and gutter to tie in an exit point from the garage addition with the office area sidewalk. This work was added when the other sidewalk areas were poured so the result is an increase of $322.77. CP#5004 is the addition of ice and water shield membrane to the roof of the addition. Due to the orientation of the building and the type of roof on the old office area, there have been multiple incidents over the years of ice dams forming on the roof and water leaking into the building. When discussing the past problems with the roofers on site, the recommendation was made to add a rubberized membrane material to the edge of the roof and to the areas where the roof joins up against other roof lines. Cost for the added material and installation is $789.60. 78 CP#5009 is a change in the finish materials for some of the casework. The cabinets in the break room were changed out from laminate material to oak plywood. The cabinets will match up with other cabinetry in the building. The change resulted in a deduct of ($1,344.00). Change Order #2 is an increase in the scope of the project. Shortly after it was constructed, the large garage at the Landfill was sprayed with urethane foam insulation. The type of urethane foam used in the garage will off-gas dramatically in the event of a fire. The building code requires that this type of insulation be covered with a fire resistant material. As a condition of approval for the new addition, the building department required that the foam be covered with a fire rated material. Initial estimates to fire coat the old garage were in the range of $80,000. The building department worked closely with facilities on some acceptable methods of fire protection. Bob Risk, the chief building official, did quite a bit of research on product availability and product application. Based on his research he forwarded a list of acceptable products. The architect was directed to refine the calculations of the total area that needed to be covered. In some areas it was determined that a more cost effective approach was to cover the wall areas with gypsum board which also meets the fire rating requirements. From this joint effort a more cost effective solution was found. The solution involves cleaning the exiting urethane insulation, and spraying on an acceptable fire rated paint like material. The cost for the spray product is $21,067.50. In order to protect the fire proof material that is sprayed over the insulation, the building department wanted some sort protective material installed to a height of 8 feet. An application of plywood or sheet rock will protect the paint like material from being gouged or scratched away. The new garage addition needs a two hour fire separation from the old garage area where they share a common wall. At this location the gypsum board can be used as a fire break in a more cost efficient manner. The cost for the fire separation in this area is $3,691.52. In some parts of the old garage shelving and plywood has been installed for storage purposes. In order for the fire rated spray to be applied, the walls have to be stripped down to the foam insulation. The need to get to the foam will require the removal and re-installation of the shelving and plywood used for storage. The labor costs for this work is $5,040.00. Total cost for Change Order #2 is $29,799.02. FISCAL EFFECTS: Change Order #1 is a net gain for the contingency account which stands as follows; Project Contingency $27,175.80 Change order #1 – 5001 ($45.58) Electrical Outlet Addition Change order #1 – 5003 ($322.77) Added Sidewalk Change order #1 – 5004 ($789.60) Additional Ice Barrier Change order #1 – 5009 $1,344.00 Change in Cabinet Material Project Contingency Remaining $27,361.85 79 The fire-rated protection of the urethane insulation in the garage was anticipated to be paid for with Solid Waste Fund cash reserves. That project, expected to cost $80,000, will now cost $29,799 resulting in savings to the project of approximately $50,000. ALTERNATIVES: As suggested by the City Commission. WHEREAS, the City Commission did, on the 27th day of May 2009, authorize award of the bid for the Construction of the Bozeman Landfill Addition to BN Builders, Inc., Bozeman, Montana; and WHEREAS, Section 7-5-4308, Montana Code Annotated, provides that any such alterations or modifications of the specifications and/or plans of the contract be made by resolution; and WHEREAS, it has become necessary in the prosecution of the work to make alterations or modifications to the specifications and/or plans of the contract. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that the proposed modifications and/or alterations to the contract between the City of Bozeman, a municipal corporation, and BN Builders, Inc., Bozeman, Montana, as contained in Change Order #1 and Change Order #2, attached hereto, be and the same are hereby approved; and the City Manager is hereby authorized and directed to execute the contract change order for and on behalf of the City; and the City Clerk is authorized and directed to attest such signature.
