Minutes of the Recreation and Parks Advisory Board
July 9, 2009

The meeting was chaired by Bill VandenBos.
Minutes:
Minutes were approved as amended.
Public Comment:
Mary Vant Hull presented the board with a plaque in appreciation of support
for the Dinosaur Playground.
Chuck Winn gave the Board a heads up that Bogert Pool patrons will most likely be contacting
the Board with some issues.
Terry Baldus:
Terry represented the Board at the Dinosaur Playground opening, emphasizing
the use of Park Improvement Grants. Terry handed out an outline of information she would like
the Board to give input on for Parks Improvement Grant presentation. Terry also reported on
vandalism at the Softball Complex- -hinges were taken off the concession stand doors.
Gallatin Valley Land Trust:
Sandy Dodge has joined the GVLT trails committee. Ada
Montague announced various volunteer opportunities with GVLT.
East End Lands:
David Cook will present at a later date.
Committee Reports:
Parklands as Infrastructure:
Sandy Dodge attended this meeting. The general outcome of this
meeting was the need for developers to post bond in case they do not fulfill their park
development obligation. The City would like into the park land obligation.
The issuance of building permits could be made contingent upon master plan completion and a
posted bond.
Prost Update:
Sandy Dodge attended this meeting. Equestrian trails were discussed. Andy
Epple feels this is a county issue, but the commissioners have given a directive for the city to
look at it. Andy does not feel that there are any trails within the city that are suitable for multiple
use (with horses). Andy would be happy to look at multiple use once the interconnect plan is
finished.
Workforce Housing Ordinance Review:
The Board voted unanimously to adopt the position
on the Workforce Housing Ordinance as articulated by Sandy Dodge (attached).
Subdivision Review-Laurel Glen:
Sandy Dodge attended this meeting. Laurel Glen remains
significantly behind in developing its parkland. They have still not completed their park master
plan for RPAB approval.
Liaison Reports:
Biking Group:
Bob Wade passed out information, and continues to work toward having the
Bike Board represented at subdivision review. David Cook is assisting.
Mayor's Report:
The Mayor, Kaaren Jacobsen, was not in attendance.
Friends of Bogert Park:
Salal McGee spoke about plans for Bogert. There was a discussion of
forming or using a current foundation for funds that specifically go for individual parks. The
Friends of Bogert Park is planning a fundraiser just for Bogert to put in bike racks, garbage can
holders, and other small changes. There was discussion about how to go about keeping money
specifically for parks as more groups are forming to help specific parks. Our Board is very
supportive of those efforts.
Parks and Recreatio
Ron Dingman was not in attendance.
Parks Division Report:
See attached report.
Other:
There was discussion of the economic impact parks and recreation has on the
community, bringing in sports events, etc. Betty Stroock offered to try to get the word out to the
public in order to get more funding for parks from the commission.
