Kukulski, City Manager SUBJECT: Change to the representative designation of a member of the Bozeman Historic Preservation Advisory Board MEETING DATE: August 3, 2009 AGENDA ITEM TYPE: Action RECOMMENDATION: Change the representative designation of Jane Davidson Klockman on the Bozeman Historic Preservation Advisory Board from at large to historic district representative. BACKGROUND: On July 6, 2009 the re-appointment of Jane Davidson Klockman came before the City Commission for consideration. The memorandum erroneously stated Jane’s representative status as Main Street. In actuality, she has been serving as the historic district representative as she lives within the Bon Ton historic district. As a result of the representative error, the Commission appointed Jane as an at-large representative. During the July 13th City Commission meeting this issue was brought to the attention of the Commission and public during the FYI section of the meeting. At that time, Mayor Jacobson suggested that the Bozeman Historic Preservation Advisory Board members be queried as to whether they would like this designation changed back to the original position of historic district representative. Consequent conversations via e-mail with board members have determined that they would like this change to occur. The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, City-County Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen members: (1) Three or four professional members with professional expertise in the disciplines of history, planning, archaeology, architecture, architecture history, historic archaeology, or other history 326 preservation-related disciplines, such as cultural geography or cultural anthropology, provided, however, that at least one member shall be an architect holding Montana or NCARB registration; (2) Two to four members from historic districts; (3) One member from the Main Street commercial district, who "shall operate a business or own property in the neighborhood described as Main Street"; (4) Four to six at-large representatives. Residence within the City shall not be a prerequisite for professional members or at-large representatives. This board is considered advisory, although it is generally responsible for overseeing the operation of the Historic Preservation Office. ALTERNATIVES: As suggested by the City Commission.
