HomeMy WebLinkAboutCommission Resolution No. 4195, Bozeman Economic Development Plan Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Saunders Andrew Epple Chris Kukulski SUBJECT: Review and approval of the draft Bozeman Economic Development Plan MEETING DATE: Monday, August 3, 2009 AGENDA ITEM TYPE: Action RECOMMENDATION: Make a motion to adopt the draft of the Economic Development plan through Commission Resolution 4195. BACKGROUND: The Commission held a public hearing on July 20, 2009 to consider adoption of an Economic Development plan for Bozeman. The Commission generally approved the draft but requested some information be provided prior to the formal resolution of adoption. See the information on staff resources below. The Commission also requested the addition of relevant survey information to the document. The requested information has been added and is included in the draft accompanying this memo. FISCAL EFFECTS: The Economic Development plan has implementation tasks which will require staff resources. Section 7 lists the goals and strategies for the plan overall. Section 8 lists those which are specific to the City of Bozeman. There are three recommended high priority items 5a through 5c in Section 7 of the plan: 5a - an ad hoc group to review Commission assigned elements of the regulations, 5b - appointment of a staff economic development specialist, and 5c- an on-going group to advise the Commission on economic development matters. These would be the largest resource commitments. Most other City actions identified in Section 8 could be integrated with existing programs and practices and would not add material additional time. Items 5d and 6d are not yet sufficiently refined as to be able to be assigned a time commitment estimate. The following assumptions were made in estimating required staff resources: 1. A staff member would be assigned to prepare agendas and packets, take minutes, and give administrative support. 2. A staff liaison would be present at the meetings. The liaison would not be taking minutes. 3. Meetings were expected to occur bi-weekly for the ad hoc group and monthly for the on- going advisory body. Expected duration of the ad hoc process is 6 months. 4. Meetings are estimated at two hour duration each. 295 5. Membership would be 7-9 members on both groups. 6. Hours listed are for all staff members and elected officials collectively, hours do not include those of the ad hoc and standing board. Some breakout is provided between those initial hours required for development of the program compared with execution of a program. 5a - Ad hoc group Establishment and selection tasks: determine number of members, receive applications and identify members, coordinate meeting space and time, City Commission to establish priorities for review. Persons involved: City clerk, appointed liaison, City Commissioners at regular meetings Time Required: 32 hrs Review Regulations: preparation and distribution of review materials, attendance at meetings, minutes and reports. Persons involved: Administrative support, appointed liaison, visiting staff to explain regulations and interactions and answer questions as needed (1 per meeting assumed). Time Required: 216 hrs Total Time: 238 hrs or 11.4% FTE 5b Staff economic development specialist General duties: Serve as primary point of contact for City of Bozeman economic development matters. Be the staff liaison to any economic development advisory board. Assist other departments with questions of program impacts and options as it relates to economic development. Help ensure timely coordination to support economic growth and health. Ensure that economic development as an issue is kept ‘on the radar’ as City programs operate. Time Required: estimated at a range of 8 hrs per week in addition to the hours committed to the standing advisory board assuming no other changes in program structure. This is highly variable and depends greatly on the assigned duties and priorities. In the past, the City has contracted for many economic development actions such as administration of the economic development revolving loan fund. Should the City choose to bring these functions back onto full-time staff this time commitment would increase. Time Required: 400 hrs annually or 19% FTE 5c - Standing advisory board Establishment and selection tasks: Prepare resolution to determine number of members and charge to the board, receive applications and identify members, coordinate meeting space and time, City Commission to establish priorities for review. Persons involved: City clerk, City attorney, appointed liaison, City Commissioners at regular meetings Time Required: 40 hrs General duties of the board: advise the Commission regarding economic development matters. Persons involved: Administrative support, appointed liaison 296 Time Required: 96 hrs annually Total time required in first year 136 hrs or 6.5% FTE Non-Time Resources Provision of various materials to the standing advisory board is estimated to be $1,000 per year. Cost Estimate Our estimated cost per hour for an assigned staff position would be $40. This accounts for wages, benefits, and some overhead. ALTERNATIVES: As suggested by the City Commission. Attachments: Commission Resolution 4195 Economic Development Plan revised draft Report compiled on: July 28, 2009 297 1 COMMISSION RESOLUTION NO. 4195 RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA ADOPTING THE BOZEMAN ECONOMIC DEVELOPMENT PLAN. WHEREAS, the City of Bozeman Planning Board has been created by Resolution of the Bozeman City Commission as provided for in Title 76-1-101, M.C.A.; and WHEREAS, Section 76-1-106(1), M.C.A. states that the Planning Board is responsible for preparing growth policies, if requested by the governing body; and WHEREAS, the Bozeman City Commission adopted the Bozeman Community Plan on June 1, 2009 by Resolution 4163; and WHEREAS, the City of Bozeman retained Prospera Business Network to prepare an Economic Development plan for the City; and WHEREAS, Prospera Business Network prepared the plan for the City which was made available for public review and public notice was provided to inform the public of the opportunity to review and comment on the draft; and WHEREAS, the City of Bozeman Planning Board held a public hearing on Tuesday, June 2, 2009, to receive and review all written and oral testimony on the economic development plan and how it would integrate with the growth policy; and WHEREAS, Staff and Prospera Business Network presented the Economic Development Plan and answered questions for the Planning Board after which the public was invited to give testimony; and WHEREAS, no public comments were provided orally or in writing; and WHEREAS, the City of Bozeman Planning Board having provided a publicly noticed opportunity for comment and receiving none, the Planning Board closed the public hearing; and WHEREAS, the Planning Board discussed the Economic Development Plan and how it could be integrated into the growth policy; and 298 2 WHEREAS, the Planning Board found the Economic Development Plan consistent with the growth policy and desirable to advance the goals and objectives of the growth policy; and WHEREAS, a motion was made to recommend approval of the Economic Development Plan; and WHEREAS, City of Bozeman Planning Board on a vote of 6 to 1, recommended adoption by the Bozeman City Commission; and WHEREAS, The City Commission adopted Resolution 4174 stating their intent to consider an adopting the Economic Development Plan and setting a public hearing for July 20, 2009; and WHEREAS, a public hearing was advertised to be held on July 20, 2009, before the City Commission to consider the Planning Board recommendation and accept public testimony regarding the Economic Development Plan; and WHEREAS, the advertised public hearing was held on July 20, 2009 before the City Commission to consider the Planning Board recommendation and accept public testimony regarding the updated growth policy and two persons speaking in favor of adoption and one written comment being received in favor of adoption; and WHEREAS, the City Commission recognizes that the Economic Development plan contains recommendations which are intended to be implemented in coordination and balance with the other needs, concerns, priorities, and the resources of the City; and WHEREAS, the City Commission being fully informed and having considered all relevant matters and review criteria. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that: Section 1 That pursuant it adopts the Economic Development Plan and that the document shall be as follows: See Exhibit A. Section 2 Severability. 299 3 If any provision of this economic development plan or the application thereof to any person or circumstances is held invalid, such invalidity shall not affect the other provisions of this plan which may be given effect without the invalid provision or application and, to this end, the provisions of this growth policy are declared to be severable. Section 3 Effective Date. This resolution shall be in full force and effect upon passage. APPROVED by the City Commission of the City of Bozeman this 3rd day of August, 2009.
