SUBJECT: Appointment of the city representative position to the Streamline
Advisory Board administered by the Human Resource
Development Council (HRDC).

RECOMMENDATION: Appoint one new member as the city representative to the
Streamline Advisory Board.
BACKGROUND: The city representative position has been open on the Streamline
Advisory Board since the board’s creation towards the end of 2008. Commissioner Eric Bryson
has requested that he be appointed to this position and had previously served on the Public
Transit Stakeholder’s Advisory Board which was disbanded in January of 2009 so as not to
duplicate efforts between the two boards.
According to the bylaws of the Streamline Transit System created on December 16, 2008, Article
II, the mission of the Streamline Advisory Board is to meet the mobility needs of the greater
Bozeman area by providing clean, reliable and safe public transportation. Also to serve as the
predecessor to an Urban Transportation District Board. Article III, purpose states, ‘The board
shall work in advisory capacity under the governing structure of the “Human Resource
Development Council District IX, Inc.” (HRDC). The Board shall decide upon, then advise the
HRDC regarding all issues pertaining to the operations, management and oversight of the
“Streamline Transit System”.’
Article IV, the governing body section of the bylaws discuss membership stating:
The Board shall be comprised of thirteen members. The composition of the board is defined as
follows:
· Three Associated Students of Montana State University, hereinafter referred to as
“ASMSU”, representatives.
· Two HRDC representatives.
· One Gallatin County, hereinafter referred to as “County” representative.
· One City of Bozeman, hereinafter referred to as “City” representative.
· One City of Belgrade, hereinafter referred to as “Belgrade” representative.
· Four members from the Streamline/Galavan riders.

· One at large member.
The term “representative” is used in this document to specify those members appointed by
different organizations that are part of the Board in stakeholder capacity. The remaining
members of the Board shall be selected through an election process of secret ballot.
Persons appointed to the Board by either City or County shall be qualified electors who reside
within the boundaries of the Community. The Board shall serve without pay except for
necessary transportation expenses.
The Board shall have the power to appoint up to five members in ex-officio capacity. The ex-
officio members will not have any voting rights and will serve in advisory and/or reporting
capacity to the Board. The three must have ex-officio members to the Board are:
· Director of Streamline Transit System.
· Coordinator for the greater Bozeman area.
· Accountant of Streamline Transit System.
At least one of the Streamline/Galavan riders, or at large member, should be a senior citizen (age
60 years old or older), and at least one member noted above should be a person with a disability
(physical or mental disability).
Section 3 of Article IV discusses board appointment stating:
Each party to the interagency agreement shall have the authority to appoint members to the
Board. Any City appointments shall be by the Bozeman City Commission. Any County
appointments shall be by the Gallatin County Commission. Any Belgrade appointments shall be
by the Belgrade City Council. Any ASMSU appointments shall be made by the ASMSU
President, subject to the advice, consent and approval of the ASMSU Senate. Any HRDC
appointments shall be by the HRDC Board of Directors.
Section 5 of Article IV discusses the terms of office stating:
a. Terms of office shall begin on July. One third of the board will be elected at
each annual meeting. The term limit is set at six years. The members may serve two
consecutive three year terms. A staggered appointment schedule will be in place.
Members may reapply for membership after two years of absence. However, that in
the event of a vacancy prior to the expiration of a term, the party which is appointed
as the Board member whose position is now vacant shall serve the unexpired term,
without counting against the term limit, wherein such case the Board will make the
appointment at the member’s first meeting as to the length of the term.
b. The terms of the Board members shall continue past the date of expiration until a
successor is appointed.

Please explain your relevant qualifications, interests, and experiences.
I previously served on an advisory board dealing with transportation as the City Commission
representative. I was instrumental in the disbanding of that board, which I believe qualifies me
for membership on this board. I have a passion for all things transportation-related, especially
busses. My favorite movie would be Planes, Trains, and Automobiles if the writers could have
included busses in the title (understanding that a bus is a type of automobile, of course). I have
ridden public transportation (a bus) in Portland Oregon, and Portland Maine (the good Portland,
in my mind). I used to like the subway until my last trip to DC when a drunken homeless man
accidentally vomited on me causing me to take my shirt off and walk around DC smelling like a
homeless drunken man (and looking like one, incidentally, with my shirt off). Since that time I
have been interested in the operation of bus systems rather than subway or rail transit.

Code, all board members are required to attend a yearly ethics workshop provided free of charge
by the City as a condition of service as a member of a board.
