Kukulski, City Manager SUBJECT: Re-appointments to the Parking Commission MEETING DATE: July 20, 2009 RECOMMENDATION: The Mayor re-appoint two members to the Parking Commission, with the approval of the Commission. BACKGROUND: Three terms on the Parking Commission expired on June 30, 2009. Two of the three members have re-applied for another term. The Parking Commission was created under Section 7-14-46, M.C.A., and Commission Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976, and Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005. The Parking Commission is a seven-member administrative board responsible for managing and regulating public parking in the City's Parking Districts to best serve the needs of its customers: businesses, residents, employees, and visitors. The board also advises the Commission regarding parking and fines in the "B-3" zoned area of the city. Under statutory provisions, members of the board are appointed by the Mayor, with the approval of the Commission, to staggered four-year terms. In the past, every effort has been made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control. The Parking Commission currently has three vacancies (from expiring terms) and two applicants re-applying.
