SUBJECT: Approve changes to Swim Center Air Handler project scope.
MEETING DATE: July 20, 2009
RECOMMENDATION:
Authorize the City Manager to sign the Customer Agreement with NorthWestern Energy for
reconstruction of the gas service supply main for the Swim Center in the amount of $4,761.00.
Authorize the City Manager to sign change order #1 in the amount of $800.00 for modification
of the exterior duct work insulation to increase R value and durability of the installation.
BACKGROUND:
Natural Gas Service Lines. There are two gas service lines that feed two meters on the northeast
side of the swim center building. The original gas lines were installed with metal pipe and run
under the location of the old air handling unit.
NorthWestern Energy did not call out the problem during plan review, but further inspection by
one of their engineers, on-site, raised some concerns for the power company and they requested
we relocate the lines to an area out from under the new air handler installation.
After pointing out the fact that the utility company had a chance to review the project prior to
bid, we were able to reduce the original estimate from the power company by $993.68. This was
the proposed fee for administrative and engineering costs.
Duct Insulation. The supply and return duct work that runs from the new air handler to the
building is exposed to the elements. The duct work needs to be insulated so that there is not
wasted energy lost due to exposure and so that there is not an excessive amount of condensation
due to dramatic changes in temperature.
As a cost saving measure the insulation that was specified for the project was fiberglass-batt
material with an outside-rated service jacket (facing) for all-weather durability. During the

regularly scheduled construction meet some other insulation options were discussed. Based on
further investigation, an owner initiated change order was called out for an alternative method of
insulation.
The fiberglass-batt insulation is more prone to damage, from both weather and vandalism. The
proposed insulation has an R value of 5.5. The change order would substitute a rigid insulation
board that has both a higher R value, 6.5, plus is more durable and vandal resistant.
The contractor is aware of our cost concerns on this project and will not be placing a mark-up on
the rigid material. The labor cost of installation will also be less than what it would take to
install the batt insulation. All factors considered, this will also be better for long term
maintenance.
FISCAL EFFECTS: Both items will be paid out of the project contingency for the
replacement of the air handling system at the swim center.
Project Contingency $25,000.00
NorthWestern Energy service lines relocation $4,761.00
Change Order #1 – Change to rigid insulation $800.00
Project Contingency Remaining $19,439.00
ALTERNATIVES: As suggested by the City Commission.

Mike,
Thank you for your explanation. I do understand the concern that we have with
the gas lines running under our equipment. I have reviewed the detailed estimate
sent by Ande and would like to ask that the $993.68 administrative/engineering
fee be removed from the bill. We feel that this would be appropriate since we
submitted our plan review to you several months ago and one of your team
members made an error in reviewing the location of the gas lines. There has been

equipment sitting in the same spot for the past 23 years, so this is not a new area
of use by us. If your team did not make this error and informed us we needed to
have this work done, we would have included the work as part of the cost when
we took it before the commission for approval, we would have paid and had the
worked already lined up for installation, just as we did for the electrical work. My
second concern is the timing of the work. Since we were not informed of this work
prior to the start of this construction we did not arrange to have the gas lines
installed, therefore we are trying to secure a July 20th installation date. This date is
very late in the construction project and is actually later then the date for the
major completion date we have given the construction company of July 15th. We
are hosting a swim meet in late July that will bring in approximately $100,000 into
the community. We would like to try and arrange to have the gas lines installed
before this July 15th date.

Subject: Gas line relocation at the Swim Center
Dan, currently the gas lines to the swim center and the High School run under the
air handler. It is never a good situation to have our facilities under pieces of
customer owned equipment and with the weight of the unit at 9500 pounds, if we
ever had to work on those lines, there would be serious safety concerns as well as
concerns of damage to your equipment. The lines that run under the equipment
are steel and will be replaced with plastic. This is an excellent opportunity to
replace the lines and avoid problems in the future. These lines were installed prior

to the installation of the air handling equipment so it would be the customer’s
responsibility to pay for the relocation of our facilities.

Dan, James, and Ron:
As we briefly discussed last week, Pro-Insulation has expressed a desire to use rigid
insulation board rather than the specified fiberglass-batt insulation for the exterior
ductwork of the Swim Center. The submittal I received this week also mentions an
increased cost for this change. After discussing this with Dan Howard, it appears
the extra cost would be in the amount of $800, which (if approved) would be
addressed as a change order. Fiberglass-batt insulation was specified for the
project as a measure to keep overall project costs low.
The rigid insulation proposed would be 1.5-inches thick (R value of 6.5) versus the
specified 2-inches thick fiberglass batt (R value of 5.5). The advantages of the rigid
insulation board are more in durability and appearance than R-value. The rigid
board would provide smooth duct surfaces rather than the soft, round appearance
of fiberglass-batt, and would likely provide a longer service life. Both options
include an outside-rated service jacket (facing) for all-weather durability.
James, I know you specifically expressed concern over appearance of the exterior
ductwork. This insulation upgrade would provide a visual benefit and possibly a
longevity benefit to the project. I would like you to decide whether this is an
option you would like to explore, or if we should proceed as originally planned. The
matter is somewhat time sensitive as I believe Pro-Insulation will be installing
insulation sometime this week. Feel free to call me if you would like to discuss this.
