May minutes were approved as written with the addition of Betty Strook's comments.
Public Comment:
No public comment was given.
Gallep MT update:
Maryanne Amsden representing Gallep MT reported that there had been a joint resolution of the house
and senate declaring equestrian uses to be an integral part of the states cultural and transportation
heritage deserving consideration in all road design projects. They are reviewing any addendums
necessary to the Greater Bozeman Area Transportation Plan. She expects to meet with city planners in
efforts to include equestrian use within the PROST plan. Additionally they are actively engaged in being

Haggerty Lane Cottages Subdivision Review:
Sandy Dodge attended this review meeting. The project consists of 32 detached units on Haggerty Lane
and Farmhouse Road, adjacent to Hope House and the hospital development. The RPAB approved their
plan in 2008. They are requesting a redesign which will decrease the development to 26 units,
decreasing their parkland requirement. The new park plan exceeds their dedication requirement. They
also wish to remove the internal concrete pathways and substitute a natural fines perimeter trail. The
new plan includes a parkland easement along Haggerty Lane which has a good street frontage and is
nicely bermed to protect from street noise and views. Neither the planning nor the RPAB committee saw
anything in the changes that would warrant any action by the board or the commission.
Liaison Reports:
Park Improvement Grants:
Terry Baldus is planning to go before the commission to make the case for the Park Improvement Grant
program, fearing that it may be the victim of budget cuts. She requested the board and any other
community members to email her any personal accounts of parkland or other city infrastructure known
to have been partially or fully financed with Park Improvement Grant money. All accounts can be
addressed to stbaldus@msn.com.
Mayors Report:
The Mayor, Kaaren Jacobsen, was not in attendance.
Parks and Recreation Director's Report:
CIP Review:
Capital Improvement Projects include a broad array of necessary mechanical upgrades such as new pick-
ups, improvements to restrooms, a large deck mower, etc. Thom White presented a scheduled program
for the desired acquisitions and also mentioned that the CIP helps to inventory all of the requests.
However they seldom are actuated in a timely manner. He also mentioned that Park Improvement Grants
are typically the fastest projects to be set in motion.
Thom White reported that the scoring system for the Capital Improvement Program is heavily skewed
against parks, making the likelihood of seeing many of the long term park items lower than the list
would lead us to believe.

Review of Minutes Procedures: Sandy Dodge:
Sandyraised awareness to the fact that often times there will be numerous email addresses on the
receiving end of messages sent out to the board. He clearly stated that board members must avoid using
to board members if there are non board members on the
receive list, and should always The public is
entitled to the review the boards approved minutes, but comments on unapproved minutes should be
dealt with exclusively within the RPAB.
Other:
Sue Henning mentioned the condition of the BMX parking lot is unusable as is, and should be
addressed promptly; Thom White is addressing the situation. Ada Montague presented the Interconnect
Challenge which will be a good community gathering event. The challenge will involve a variety of user
groups from many modes of transportation such as bikers and hikers, and will follow up with a round
table discussion concerning land use management and connectivity throughout the greater Gallatin

Valley. The event will be held from July 20th-24.
Sandy Dodge reminded the Board of the importance of the minutes, both in their accuracy and in the
distribution thereof. The public is entitled to review board approved minutes, but unapproved minutes
and rough drafts should remain within the Board until fully finished. Sandy reminded the Board that
care should be taken using e-
