Commission Memorandum

SUBJECT: Accounts Payable Claims Review and Approval
MEETING DATE: July 6, 2009
RECOMMENDATION: The City Commission approves payment of the claims.
BACKGROUND: Section 7-6-4301 MCA states that claims should not be paid by the City
until they have been first presented to the City Commission. However, under Section 7-1-4124 MCA a
municipality has the power to ratify any action of the municipality or its officers or employees that could
have been approved in advance. Because the Commission did not approve any consent items on June
29th, no claims were approved for that week. The Commission is therefore being presented with two
lists of claims this week. The claims on the first being reviewed for approval have already been paid,
while the claims on the second list have not yet been paid. The Commission is being asked to approve
the claims presented on both Expenditure Approval Lists, a portion of which have already been paid.
FISCAL EFFECTS: The total amount of the claims is presented at the bottom of the
Expenditure Approval Lists.
ALTERNATIVES: As suggested by the City Commission.
