SUBJECT: Re-appointment to the Downtown Business Improvement District Board
(BID) MEETING DATE: June 15, 2009
RECOMMENDATION: Re-appoint one member to the Downtown Business Improvement
District Board (BID). BACKGROUND: Ileana Indreland’s term on the BID Board expires June 30, 2009. She has
re-applied for another term. Her new term would expire June 30, 2013.
Montana Code stipulates that BID Board members be owners of property within the district. In the past, several applicants were appointed to the board as "property owner representatives" because their property title named a corporation as the owner rather than the individual. For
many years the City Commission has honored this precedent by appointing property owner
representatives to the BID Board. At a date yet to be determined, the BID Board intends to re-
examine this practice and formally recommend to the City Commission whether or not to continue this practice.
Created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, on May 15,
2000, this district shall have duration of ten years. The board shall be comprised of not less than
five, nor more than seven, owners of property within the district. Three of the members who are first appointed must be designated to serve for a one, two, or three-year term from the date of their appointments and two must be designated to serve for a four-year term from the date of
their appointments. After initial appointment, members must be reappointed for a four-year
term.
The BID currently has one expiring term.

Please explain your relevant qualifications, interests, and experiences. Historic
Preservation, I have restored various homes and commercial buildings in the
commercial district. I have been active in selling and developing real estate in the
Bozeman area since 1980, and grew up on a ranch between Bozeman and Livingston.
In 1992 I founded the Bozeman Athletic Club Downtown which has subsequently
become The Ridge Downtown. I am deeply rooted in Montana and in Bozeman
particularly and I am very committed to the downtown area remaining vital and
growing from now and into the future.
