SUBJECT: Sourdough Dam – Professional Services Agreement
MEETING DATE: June 15, 2009 Consent Agenda
RECOMMENDATION: Authorize the City Manager to Sign a Professional Services Agreement with
the Firm of Great West Engineering for the Sourdough Dam Project.
BACKGROUND: In September 1999 the firm of URS Greiner Woodward Clyde completed a feasibility
study for development of a new water impoundment in the Sourdough Creek drainage. This professional
services agreement initiates the continuation of the Sourdough Dam project. A request for proposals was
solicited on both a national and local level and the City convened a consultant selection committee to rank
proposals, select finalists and perform interviews. The consultant team lead by Great West Engineering
was determined to be the best qualified to perform professional services in relation to the project. This
PSA scope represents a two year horizon of tasks. Additional scope tasks and fees will be negotiated with
future PSA amendments once the initial scope items have been satisfactorily performed.
FISCAL EFFECTS: The Sourdough Dam project is budgeted in the Water Impact Fee CIP. $50,000
was allocated for FY08 which has been carried over to FY09 and FY10. The present WIF CIP allocates
an additional $250,000 in FY11 for the project. The fee for scope items negotiated with the PSA is
$97,000. Adequate budget resources are available in the CIP to cover this expense.
