GENERAL INFORMATION This document was developed to provide a uniform format for handling contract changes that affect Contract Price or Contract Times. Changes that have been initiated by a Work Change Directive must be incorporated into a subsequent Change Order if they affect Price or Times. Changes that affect Contract Price or Contract Times shou d be promptly covered by a Change Order. The practice of accumulating Change Orders to reduce the administrative burden may lead to unnecessary disputes. If Milestones have been. listed in the Agreement, any effect of a Change Order thereon. should be addressed. For supplemental instructions and minor changes not involving a change in the Contract Price or Contract Times, a Field Order should be used.. B. COMPLETING THE CHANGE ORDER FORM Engineer normally initiates the form, including a description of the changes involved and attachments based upon documents and proposals submitted by Contractor, or requests from. Owner, or both. Once Engineer has completed. and signed the form, all copies should. be sent to Owner or Contractor for approval, depending on whether the Change Order is a true order to the Contractor or the formalization of a negotiated agreement for a previously performed change. After approval by one contracting party, all copies should be sent to the other party for approval. Engineer should make distribution of executed copies after approval by both parties. If a change only applies to price or to times, cross out the part of the tabulation that does not apply. 1 . Utilize 304E stainless steel on all welded members. NACE inspection will still be required on the tank coating itself, but any NACE inspection requirement for the mechanisms is removed. BACKGROUND: Attached is a copy, of change order number 1 for the above referenced project. This Change Order covers substituting stainless steel mechanisms for the two secondary clarifiers and the fermenter in lieu of steel as specified in the contract documents. The reason for making this change is that the substitution provides for long term maintenance cost savings for the facility (See attached memo for life cycle cost analysis). Stainless steel is not normally specified in this type of application as historically the costs have been too high, due to a number of factors the stainless steel option is favorably priced at this time. Please refer to the attached Change Order No. 1 and Change Proposal Request No. 007 for a detailed listing of the involved items and costs. No increase in contract time is being provided with this change. Overall this change order increases the contract amount by $18,000.00 from $36,362,223.00 to $36,380,223.00. This will reduce the contingency on the project from $4,172,000.00 to $4,154,000.00. The Substantial and Final Completion Contract Times are not changed. The final recommended increase in cost and time extension for this change is reasonable and commensurate with the work involved. To: Bob Murray 1=rom: James Nickelson Project: Bozeman WRF Phase 1 Improvements Project ~~ Tom Adams Date: April 20, 2009 HDR Job No: 00...88486-00123/4.1 Subject: Clarifier and Fermenter Mechanisms -Stainless Steel Option Williams Brother Construction, LLC has approached us to consider upgrading the two Secondary Clarifier and the Fermenter mechanisms to stainless steel. The increase in cost to the project would be $6,000 per mechanism, or a total of $18,000. The long term advantage is that these mechanisms would not need to be recoated as they would if the specified material is utilized. Stainless steel is not normally utilized in these applications, as it is normally cost prohibitive. It is our understanding that the supplier of the mechanism is in a position to provide the stainless steel mechanisms on this project at a much reduced cost due to the availability of stainless steel and the general state of the economy. The Contractor is also interested in pursuing this option to avoid potential coating issues that he has experienced on past projects. This substitution will greatly reduce maintenance costs associated with recoating the mechanisms. The mechanisms need to be recoated approximately every 20 years, at a total cost of approximately $165,000 plus the cost associated with shutting down and cleaning the basins and mechanisms. The present worth value of one coating at 20 years, based on $165,000 and 3% inflation, is $91,000, much more than the $18,000 investment for the upgrade. Actual present worth value is much more if shut down and cleaning costs are included and if a second coating at 40 years is included. The supplier is in need of a response this week in order to procure the materials to fabricate the assemblies at this cost.
