Kukulski, City Manager SUBJECT: Appointment to the Downtown Business Improvement District Board (BID) MEETING DATE: May 18, 2009 RECOMMENDATION: Appoint one new member to the Downtown Business Improvement District Board (BID). BACKGROUND: One BID member resigned and one new applicant has applied for the position. The Board has recommended this appointment (see attached). Montana Code stipulates that BID Board members be owners of property within the district. In the past, several applicants were appointed to the board as "property owner representatives" because their property title named a corporation as the owner rather than the individual. For many years the City Commission has honored this precedent by appointing property owner representatives to the BID Board. At a date yet to be determined, the BID Board intends to re- examine this practice and formally recommend to the City Commission whether or not to continue this practice. Created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, on May 15, 2000, this district shall have duration of ten years. The board shall be comprised of not less than five, nor more than seven, owners of property within the district. Three of the members who are first appointed must be designated to serve for a one, two, or three-year term from the date of their appointments and two must be designated to serve for a four-year term from the date of their appointments. After initial appointment, members must be reappointed for a four-year term. The BID currently has one vacancy and one new applicant. Attachment: Board Application and Board recommendation letter 389 12 MAY 2009 COMMISSION MEMORANDUM To: Mayor Jacobson and City Commissioners From: Chris Naumann, Executive Director Re: Downtown BID Board Appointment Meeting Date: May 18, 2009 RECOMMENDATION: The BID Board would like to recommend appointing Mike Grant to the position on the Downtown BID Board with a term to expire in June of 2011. Mr. Grant is an owner of downtown property on South Willson Avenue. BACKGROUND: As required by Montana Code, the Downtown Business Improvement District (BID) Board shall be comprised of not less than five, nor more than seven, owners of property within the district. EFFECTS: This action would fill the vacancy created by the resignation of Travis Collins for a term to expire in June of 2011. The appointment of Mr. Grant will fill the only vacant seat on this seven person board.
