Mr. Stoddart is financial advisor with DA Davidson & Co. located downtown. BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non-voting members. Historically, newly appointed members have been designated as non-voting members to give them ample time to understand the purpose and function of the TIF board, the Urban Renewal Plan, and its associated projects. It has been intent of the TIF Board to attract an applicant from the downtown financial community as their expertise in monetary matters would benefit the board and the district. EFFECTS: This action would ensure the TIF Board consists of at least one but not more than seven non-voting members. As a result of this action, the TIF Board would have one remaining non-voting vacancy.
