HomeMy WebLinkAboutMarch 13, 2009 Joint City-County Meeting MinutesLINKED MINUTES OF THE JOINT CITY/COUNTY COMMISSION MEETING BOZEMAN, MONTANA March 13, 2009 ***************************** The Commission of the City of Bozeman met in a Joint Roundtable Discussion at the County Community Room, 311 West Main on Friday, March 13, 2009 at 7:00 a.m. Present were Mayor Jacobson, Cr. Becker, Cr. Bryson, and Cr. Rupp, City Manager Chris Kukulski, Assistant City Manager Chuck Winn, County Cr. Bill Murdock, County Cr. Joe Skinner, and City Clerk Stacy Ulmen. 0:07:03 Call to order County Cr. Murdock opened the meeting at 7:09 a.m. 0:07:10 1. Discussion Regarding Law and Justice Center Campus and Location of City Facilities County Cr. Murdock opened the first item to be discussed. 0:07:18 Cr. Murdock Cr. Murdock stated that the Commission has seen the recommendation from the County CIP Committee (recommending that the County complete and formally adopt a Master Plan for the Law and Justice Property). 0:07:31 Cr. Bryson Cr. Bryson asked the County Commissioners which of the two options the County intends to take. (1. Issue an RFQ to do a Master Plan. 2. If the Commission does not accept the recommendation to do a Master Plan, that a detailed study on a County Law Enforcement Building.) 0:08:06 Cr. Murdock Cr. Murdock stated that he wants the City happy and wants it to work for them and work for the Judges. Looks like the southwest corner will work. The City is pushing a little faster than they are ready to go. 0:09:47 Cr. Skinner Cr. Skinner stated that he has never had a problem with the southwest corner. We asked the CIP committee for a recommendation and they gave it to us. 0:10:38 Cr. Skinner Cr. Bryson stated that it his intention to get everything done before hand. 0:11:16 Cr. Skinner Cr. Skinner doesn't want to go to all this master planning and come to the point and find out that it is the best thing for the County and the City to build a building together, because he does not want to ask the County voters for another bond for several years. 0:12:11 Mr. Kukulski Mr. Kukulski asked if the County is willing to budget the money this year to get this master plan done. 0:13:31 Mark Tymrak, Chief of Police Mr. Tymrak spoke regarding the Master Plan and the previous work that has been done. He is wondering what else needs to be included in master planning. 0:14:07 Mr. Skinner Mr. Skinner stated that the CIP is looking for a design with more common building. 0:14:51 Mr. Tymrak Mr. Tymrak stated that (the City) is stuck without a site. 0:15:05 Mr. Kukulski Mr. Kukulski wondered if it is a possibility that we can move forward with design. 0:16:19 Jeff Sandholm, Architect Mr. Sandholm spoke regarding the master plan. We need to get all the people involved at one meeting to agree on the master plan. Maybe it can happen in steps. 0:17:17 Mr. Tymrak Mr. Tymrak spoke regarding the funding of the Master Plan. 0:17:45 Mr. Sandholm Mr. Sandholm stated that we need to have combined meeting and look at facility and courts. 0:18:41 Cr. Bryson Cr. The question is how this will impact the growth of campus in the next 5 years. 0:20:00 Mr. Watson Mr. Watson spoke regarding growth projections. 0:20:28 Mr. Sandholm Mr. Sandholm spoke regarding 2 story versus 4 story buildings. 0:22:30 Cr. Skinner Cr. Skinner stated that it appears that the County needs to make a decision. 0:22:40 Cr. Murdock Cr. Murdock spoke regarding a possible meeting with all the users as suggested by Mr. Sandholm. 0:23:27 Cr. Bryson Cr. Bryson suggested that this item be the agenda item for the next 2 CJCC meetings. 0:23:42 Cr. Murdock Cr. Murdock stated that he is not trying to stall this. 0:24:25 Mr. Kukulski Mr. Kukulski spoke regarding Mr. Sandholm's presentation of the critical pieces of the proposed site. 0:26:19 Mr. Sandholm Mr. Sanholm suggested that a list of key decision points be made. 0:27:00 Cr. Murdock Cr. Murdock suggested that Mr. Sandholm bring the users together and come up with something in a week or two. 0:29:15 Mr. Tymrak Mr. Tymrak spoke regarding the CIP committee's recommendation. 0:30:47 Cr. Discussion regarding Greater Bozeman Area Transportation Plan 2007 Update. 0:33:33 Bob Murray, City Project Engineer Mr. Murray presented a staff report regarding the 2007 Transportation Plan Update. He would like the Commission's input regarding of the TCC recommendation on City Commission change number 7, agree on acceptability of wording changes to City Commission change number 6 as proposed in County Commission change order number 3, and decide on final language to be incorporated into plan in regard to County Commission changes number 4 & 5. 0:35:20 Chris Scott, County Planning Mr. Scott stated that this is on the County's agenda for the 17th. 0:35:52 Mr. Murray Mr. Murray spoke regarding the proposed equestrian use language. 0:37:18 Cr. Murdock Cr. Murdock spoke regarding trails in the City. 0:37:40 Mr. Murray Mr. Murray spoke regarding the proposed language changes to the Complete Streets section of the plan. 0:49:55 3. Other areas of Mutual Interest or Concern 0:50:02 1. Release of Finding of Explosion 0:50:02 Cr. Murdock Cr. Murdock asked if the Judge released the findings on the explosion. 0:50:06 Mr. Kukulski Mr. Kukulski stated that it is being discussed this morning. 0:50:20 Mr. Kukulski Mr. Kukulski spoke regarding the clean-up. 0:50:40 Mr. Kukulski Mr. Kukulski stated that there have been meetings with the property owners. 17 Minutes of the Bozeman City Commission /Joint County Meeting, March 13, 2009 5 0:51:01 2. Landfill Board 0:51:27 Cr. Skinner Cr. Skinner suggested that the Landfill Board be contacted regarding the explosion clean-up and see if there would be any special consideration. 0:52:19 Cr. Skinner Cr. Skinner stated that there currently is not a landfill manager. 0:52:28 3. Generating Compressed Natural gas Cr. Murdock spoke regarding methane. 0:55:36 Cr. Skinner Cr. Skinner suggested that the structure of the Landfill Board be looked at in the future. 0:58:40 4. County Thank You during the Explosion Mr. Kukulski thanked the County for their support during the explosion. 0:58:57 Cr. Murdock Cr. Murdock stated that it was nice to see the coordinated response. The City handled it professionally. 0:59:25 Mr. Kukulski Mr. Kukulski stated that the deadline for appropriation requests has been extended. 0:59:49 Cr. Skinner Cr.
