HomeMy WebLinkAboutFinally adopt Ordinance No. 1758 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Debbie Arkell, Director of Public Services Chris Kukulski, City Manager SUBJECT: Second Reading of Ordinance No. 1758, amended sections of Chapter 10.24, Speed Limits MEETING DATE: April 20, 2009 Consent Agenda RECOMMENDATION: That the City Commission pass the second reading of Ordinance No. 1758, amending sections of Chapter 10.24, Speed Limits, of the Bozeman Municipal Code. The Ordinance will become effective on May 20, 2009. BACKGROUND: Ordinance No. 1758, amending Chapter 10.24, Speed Limits, was approved by the Commission, with revisions, on April 6, 2009. The following revisions have been made to the Ordinance to address the changes made via Commission motions on April 6, 2009: · Section 10.24.020, Specific Speed Restriction Areas (page 3). Add new A.2 (and renumber remaining of sub-section) to state: The maximum speed limit is forty miles an hour on any street within the city limits unless otherwise posted and as excepted by Section 10.24.020.A.3 of this Chapter. · Section 10.24.020.A.5 School Speed Zones (page 4). Retain “between the hours of eight a.m. and four-thirty p.m. on days or parts of days when school is in session.” · Section 10.24.030, School Speed Zones Designated (page 6). Retain “between the hours of eight a.m. and four-thirty p.m. on days or parts of days when school is in session.” (please note: these signs will state … 8 am to 4:30 pm, Mon-Fri) · Section 10.24.030 School Speed Zones Designated, Whittier School Speed Zone (page 8). Fourth line, delete “West” and replace with “North” to properly identify North Sixth Avenue. 73 Second Reading Ordinance No. 1758 April 20, 2009 Consent Agenda · Section 10.24.050 Graduated Speed Zones: o F. Cottonwood Road (page 14). 1) replace “45 miles per hour” with “40 miles per hour” and 3) replace “55 miles per hour” with “40 miles per hour” o H. Durston Road (page 16). 1) add: “(As this is an Urban route, this speed limit will not be posted (signed) until the Montana Transportation Commission approves the change.)” o N. Haggerty Lane (page 15). 1) replace “45 miles per hour” with “40 miles per hour” o Q. Kagy Boulevard (page 16). 2) replace “]1875 feet” with “875 feet” o Z. North Seventh Avenue (page 17). 1) add a space between “is” and “35” FISCAL EFFECTS: The cost of a new speed limit sign, including the post (but not including installation time) is $55 each. Any sign removed will be reused elsewhere, if its condition allows. Existing posts will be used whenever possible, which will reduce the costs. In areas such as the parks, it is likely posts will be needed. The costs of the additional signs can be absorbed in the Signs/Signals and Streets budgets.
