SUBJECT: Resolution No. 4156 – Establishing a Fee Schedule for Rental of the Story
Mansion.
MEETING DATE: March 23, 2009
RECOMMENDATION: Approve Resolution No. 4156.
BACKGROUND: After the 1st
floor renovations are complete, the Story Mansion will be
well suited for events such as; birthday parties, weddings, meetings, family reunions, dinner
parties, etc. We propose the following fee schedule, based on comparisons to similar venues
around the Gallatin Valley and throughout the west. Rentals of similar venues in the Gallatin
Valley range from $1,400 to $3,500 for a full-day (see attached listing.) With assistance from
the Friends of the Story Mansion, we have determined that the proposed fees reflect a reasonable
rental value for this facility.
We have not proposed that an additional staff person (or fraction of one) be added to manage
rental of the Mansion. We will be relying on our existing staff in the Parks and Recreation
divisions to manage rentals and maintain the facility and grounds.

Without charges for employee time, the City spends an average of $24,000/year in utility and
other costs to keep the building in cold storage and the grounds maintained during minimal
public use. We have not been heating the building, using water or power, or performing general
maintenance (interior and exterior) to the degree that we expect we will need to once it is
operating as a rentable facility. Because of all these unknowns, we have not developed “cost-
recovery” rates. Once we operate for a number of months, we will have a better idea of the
break-even operating scenario for the building.
Advisory Board: The Recreation and Parks Advisory Board, at their March 12 meeting, voted
on 2 motions related to Resolution 4156. The first motion was to “Create a new position or
branch to manage the Story Mansion”. Motion passed. The second motion was to “Refuse to
take action on the Story Mansion until instructed by the Commission”. Motion passed.
Story Mansion Rental Fees
• Cleaning and Damage Deposit is 50% of the rental fee, due at the time of reservation.
Damages and cleaning will be deducted from deposit. “Entire first floor” reservation
cancelations must be received a minimum of 60 days prior to event for full refund.
• Full Day – 9am to 11pm
• Half Days – 9am to 4pm and 5pm to 11pm
• Holidays for computing rates are; New Years Eve/ New Years Day/ Memorial Day/ July
4/ Labor Day/ Halloween/ Christmas Eve/ Christmas
• Non-City Resident fees – additional 20%
• City of Bozeman and Uses Beneficial to Story Mansion and grounds- No charge
• Other Government and Non-Profit Organizations – 50% discount

• No set up or staff provided. Clean up is the responsibility of renter and must be
completed at the conclusion of event.
FISCAL EFFECTS:
If the Commission wants this property to operate as a “stand alone” facility, we would propose
depositing Story Mansion rental revenue into a special revenue fund and charging the costs of
operations to that fund as well. This would leave us with a simple accounting of operating costs
and revenues each month.
Following the proposed fee schedule, revenues would be generated:

COMMISSION RESOLUTION NO. 4156
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
BOZEMAN, MONTANA, ESTABLISHING A FEE SCHEDULE FOR RENTAL OF THE STORY MANSION.
WHEREAS, the Park and Recreation Director has submitted a recommendation
for establishment of Story Mansion rental fees; and
WHEREAS, the City Commission finds that it is in the best interest of the City to
establish reasonable fees for use of the Story Mansion to offset a portion of the cost of
maintenance;.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City
of Bozeman, Montana:
That the following fee schedule be established for rental of the Story Mansion:
Section 1
• Cleaning and Damage Deposit is 50% of the rental fee, due at the time of
reservation. Damages and cleaning will be deducted from deposit. “Entire first

NOTICE IS HEREBY GIVEN, That said Commission Resolution No. 4156 is now on
file in the office of the City Clerk of the City of Bozeman; that Monday, March 23, 2009
at 6:00 p.m. at a regular session of the Commission of the City of Bozeman, in the
Commission Room, 121 N Rouse, Bozeman, has been designated as the time and place
when and where the Commission will hear and pass upon any and all objections that may
be made to the final passage and adoption of Commission Resolution No. 4156; and that
said Resolution will be finally passed and adopted at said regular session of said
Commission, subject to such corrections and amendments that may be made upon
objections made and filed with the City Clerk as provided by law.
