Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Ron Dingman, Park and Recreation Director
Anna Rosenberry, Finance Director
Chuck Winn, Assistant City Manager
SUBJECT: Resolution No. 4155 – Establishing fees for Rental of the Lindley and
Beall Centers .
MEETING DATE: March 23, 2009
RECOMMENDATION: Adopt Resolution No. 4155.
BACKGROUND: Lindley and Beall Centers are frequently rented for parties, weddings, and
group events. We have compared other venues of similar sizes in the area used for the same type
of events and, considering operating costs, determined that rental fees for these facilities should
be increased. We also suggest moving to rentals of full-days and half-day for each facility,
rather than the current program of “less than 3 hours” or “more than 3 hours.”
In 2008 $37,786 was generated in combined rentals from both facilities. Annual operation costs,
including repair and maintenance expenses, totaled $100,000 for both facilities. Each facility is
available for a total of 14 hours per day, from 9am to 11pm, leaving an average operations and
maintenance cost of $10/hour for each facility. Under our current pricing structure, the price for
a full day (14 hours) does not cover the facility costs. Most days of the week, full day rentals are

significantly less than half of our hourly costs to maintain the facilities ($140 in costs vs. $50
weekday fee).
This spring and summer, we plan more advertising of these facility rentals on Channel 20 in an
effort to increase their occupancy.
Currently the rates for renting the Lindley Center and Beall Centers are;

Proposed rates for these facilities are:
Advisory Board Recommendation: The Recreation and Parks Advisory Board, at their March
12 meeting, motioned and voted to double the current fees for the Lindley and Beall Centers.
The motion passed.
FISCAL EFFECTS: Approving the proposed rates would increase revenue to the General
Fund for facility rentals. Based on 2008 rentals, we estimate approximately $25,000 more would
be collected under the new rate structure.
ALTERNATIVES: As suggested by the City Commission.
