HomeMy WebLinkAboutApprove Additional Changes to the 2007 Transportation Plan Commission Memorandum REPORT TO: City and County Commission FROM: Bob Murray, Project Engineer Chris Kukulski, City Manager SUBJECT: 2007 Transportation Plan Update MEETING DATE: 3/23/09 RECOMMENDATION: Approve additional changes as proposed BACKGROUND: As a result of the County Commission public hearing and subsequent meeting of the TCC, there are a few additional changes that are recommended for approval by the City Commission. These items were discussed at the joint City/County meeting held on the 20th of March with the consensus being that the additional changes were acceptable. Those additional changes are described below. The first change: 7. A new section 4.9 should be added with the following text: “The planning boundary for the Update includes areas currently and historically used by equine riders and drivers. They and other non-motorized residents have used the unpaved roads as a trail system. As If these roads are paved with no shoulder and no trail, and traffic volumes and speeds increase, these roads may become less safe for both motorized and non-motorized users. Future improvements need to take into consideration all of these users.” The original language is that in italics, with the TCC requested changes shown in strikeout and bold. The concern over the original language was that it implied that roads inherently get more dangerous to all users when paved or as traffic and speed increase. This is not a fact as stated, and the TCC felt more comfortable with a few word changes that soften this language. The second change is: 3. Replace Bozeman City Commission directed change number 6 with the following: “There are no public trail systems in the City of Bozeman that allow for equine travel. 106 Historically, equestrians have used the rural road network of unpaved roads to travel between the many equestrian facilities such as within the planning boundary, as well as to MSU and the Fairgrounds. As Bozeman grows, it is becoming increasingly difficult for them to access these sites.” The original language adopted by the City Commission is in the regular italics with the changes made by the County Commission in strikeout and bold. This amounts to minor rewording in an attempt to make the final language clearer. TCC did not have any concerns with the changes as proposed. It is being included here since it was a conflict between what was adopted by the respective commissions. The final change is: Add the following statement where appropriate: “Nothing in the Greater Bozeman Area Transportation Plan (2007 Update) should be read as an encouragement of the use by the County of its power of eminent domain.” This was added as a change by the County during their public hearing. It would be added as a footnote to one of the graphics. The language is specific to the County and if added should have no effect on the City approval. FISCAL EFFECTS: N/A ALTERNATIVES: Disapprove, and have the discrepancies covered by addendum in the front of the document.
