SUBJECT: Change Orders for Fire Station #3
MEETING DATE: March 9, 2009
RECOMMENDATION: Authorize the City Manager to sign Change Orders #001 through
# 004 in the amount of $23,728.00, for Fire Station #3.
BACKGROUND: Work on the combined Fire Station #3 and County 911 Emergency
Communications Center is progressing well and at this time is ahead of schedule. Four change
orders have been submitted to date for approval. The proposed changes are detailed below.
Change Order #001 is in the amount of $2,838.00. This item was called out to our attention from
the excavation contractor. There are clay soils in the roadway below the gravel subgrade.
During an annual freeze thaw cycle, the clay soils will be a little more unstable and therefore
subject the asphalt paving to more movement, resulting in the potential for cracking.
Two options were proposed: Option one, remove addition soil to gravel layer, backfill with the
appropriate soils and pit-run base and pave. Option two, install a geotextile fabric base at the
design subgrade. The fabric will reduce the freeze thaw movement.

Some test excavation showed the amount material that needed to be removed and replaced far
exceeded to cost of the geotextile fabric material.
Change Order #002 is in the amount of $6,354.00. This change was owner initiated and includes
the following 4 items: 1) Modifications to the door hardware. This includes some credits for
some changed out equipment and the additional of more secure keypad locks. 2) Operable
windows were added in the sleeping rooms and the serving area of the kitchen. This was to
increase comfort levels and provide additional ventilation. 3) Additional steel reinforcement was
needed in the floor of the mezzanine level. The additional reinforcement was needed for a floor
penetration with a manhole that will be used for confined space training. 4) A credit was
received for the elimination of 3 fire alarm pull stations.
Change Order #003 is in the amount of $4,532.00. A culvert was installed on the west side of
the property. This culvert will provide access to a future parking lot for the proposed dinosaur
park playground on the adjoining 100 acre park. The ditch was needed to provide storm water
run-off from the site. The culvert was needed to provide driving access to the parking lot.
Modifications were required to the fire sprinkler lines in the apparatus bay in order to add 20
additional sprinkler heads that were required by code to increase the coverage from light hazard
to ordinary hazard. A three way light switch was added to a circuit.
Change Order #004 is in the amount of $10, 814.00. The original economy brick specified for
the project was no longer in production at the time of construction. Another brick pattern is a
standard size brick was selected. Modifications were made to some of the electrical components
on the project. There were some small credits and an increase in cost to add fully rated electrical
panels. These panels provide better protection for the electrical system in the event of circuit
breakers being tripped somewhere in the building. There was also a surge protection system
installed to protect some of the high voltage electrical equipment in the building from changes in
power flows throughout the building. Additional access panels were added in the attic to provide
better access for future maintenance.

We are well past 70% complete on the site work, concrete, masonry, and structural items.
Plumbing and electrical are 30% complete. Overall at this time we are well within budget.
FISCAL EFFECTS: These four items will be assessed against the contingency fund for the
project. The contingency for the project is $134,461.00. The four proposed changes amount to
$23,728.00. This leaves a balance of $110,733.00 in the contingency budget.
ALTERNATIVES: As suggested by the City Commission.
