SUBJECT: Bid Award for Self Contained Breathing Apparatus replacement
MEETING DATE: March 2, 2009
RECOMMENDATION: Recommend award of bid for Fire Department Self Contained
Breathing Apparatus replacement to DXP Enterprises.
BACKGROUND: As the Fire Department’s Self Contained Breathing Apparatus (SCBA) is
over 10 years old and has reached the end of its effective service life an effort was undertaken to
search for applicable replacement equipment. The Fire Department solicited bid proposals for
replacement of SCBA. On Wednesday, February 4, 2009, two bids were received and opened.
Careful consideration was given to the bidders and through our review it was noted that one did
not meet our minimum requirements in at least five specific areas. The second bidder fully met
all requirements of our specifications. The second bidder also will give a $20,000 credit
towards the SCBA’s we are taking out of service.

Additional consideration was given for future maintenance and repairs of the proposed
equipment. The recommended supplier has a mobile service unit that will be available for this
purpose.
FISCAL EFFECTS: Funding for this apparatus as bid is currently included in the
department’s general fund budget. The final bid award is $186,963.53, after the $20,000 credit.
ALTERNATIVES: As suggested by the City Commission.
