HomeMy WebLinkAbout(Re)Appointments to the City Planning BoardCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Cynthia Jordan Delaney, Deputy City Clerk Chris Kukulski, City Manager SUBJECT: City Planning Board (Re)Appointments MEETING DATE: January 22, 2008 RECOMMENDATION: Tonight make up to eight (re)appointments to the City Planning Board as follows: • The Mayor appoints four members. • The Commission appoints three members. • The Commission appoints one Commissioner as a voting member. BACKGROUND: Nine City Planning Board terms will expire on January 31, 2008. Eight members (seven citizens and one Commissioner) will be (re)appointed this evening, with the final County-designated member to be (re)appointed by the Mayor in the near future after the County Commission designates its choice. The City of Bozeman Planning Board was created by Ordinance No. 1508 in December 1999. In January 2007, Ordinance No. 1686 revised Section 2.66.0230, providing for certain staggered terms for City Planning Board members so that in the future all terms don’t expire at the same time. The City Planning Board shall encourage local units of government to improve and plan for the future development of the City of Bozeman and areas adjacent to the City to the end that highway systems be carefully planned; that new community centers grow only with adequate highway, utility, health, educational, and recreational facilities; that the needs of agriculture, industry, and business be recognized in future growth; and that residential areas provide healthy surroundings for family life. According to Ordinance No. 1686, Section 2.66.030 of the Bozeman Municipal Code was amended to read: “2.66.030 Composition. 1143 The Bozeman Planning Board shall consist of nine members, appointed to two year terms to expire on January 31, as follows: A. One member appointed by the City Commission from its own membership. The term of the appointed member shall be coextensive with the term of office to which he or she has been elected or appointed unless the Commission, on its first regular meeting of each year, appoints another to serve as its representative or unless the appointee’s Commission term is terminated; B. Three members appointed by the City Commission one of whom, at the Commission's discretion, may be an employee of the City of Bozeman or hold public office in Bozeman or Gallatin County. The appointments shall be for two-year terms, with those terms to expire on January 31 of odd-numbered years; C. One member appointed by the Mayor, upon designation by the Gallatin County Board of Commissioners, who may be a member of the Board of County Commissioners or an office holder or employee of the County. This appointment shall expire on January 31 of odd-numbered years; D. Four citizen members appointed by the Mayor, who shall be resident freeholders within the city limits, and who shall be qualified by knowledge and experience in matters pertaining to the development of the city. These appointments shall be coterminous with the term of the Mayor.” For clarity, here is a paraphrase of A., B., C., and D. above: A. The City Commission appoints one City Commissioner with an even-numbered year term: the new term will last until January 31, 2010. B. The City Commission appoints three members with odd-numbered year terms: new terms will last until January 31, 2009. Actually, this one-year term length contradicts the revisions in B., but that is what is needed for the staggering to begin. C. The Mayor appoints one member, designated by the County Commission, with an odd- numbered year term: the new term will last until January 31, 2009. D. The Mayor appoints four members with even-numbered year terms: new terms will last until January 31, 2010. That will give five even-numbered year members, and four odd-numbered year members. service issues the City grapples with are important however the lack of affordable decent and safe housing has been an issue in Bozeman for the past 25 years Although the past city commission made significant progress in providing housing for a wide diversity of Bozeman households there are still serious housing issues yet to be addressed such as homeless shelters and affordable rentals for very low income households And as Bozeman works to increase their affordable housing stock market forces are pushing the price of land and construction ever higher The cost of bringing new housing to the market has risen to the point that purchasing and demolishing older affordable housing such as mobile home courts to build high end housing is now profitable Finding time for a volunteer board is never easy however I made a commitment to the Planning Board when I joined two years ago and in 2 years missed only two meetings for which I had excused absences I always arrive 1 24008 1154 Current
