HomeMy WebLinkAboutDesignation of Environmental Certifying Official, Emily Dickinson School Safe Routes to School GrantCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Lieutenant Rich McLane, Bozeman Police Department SUBJECT: Designation of Environmental Certifying Official, Emily Dickinson School Safe Routes to School Grant MEETING DATE: February 4, 2008 RECOMMENDATIONS: 1) Appoint Lieutenant Rich McLane, Bozeman Police Department as Environmental Certifying Official as project manager for Emily Dickinson Safe Routes to School grant, project 1299(26). 2) On appointment to position, authorize Mayor Jacobson to sign appointment document on behalf of entire commission. BACKGROUND: In January 2007, the City of Bozeman agreed to work as a partner with Emily Dickinson school officials, neighbors and volunteers in completing a grant application to the MT Department of Transportation, Safe Routes to School program. The program is designed to give financial assistance for programs that encourage walking, biking and wheeling to school. Part of this program includes instruction on healthy lifestyles, equipment purchases for bicycle and pedestrian safety fairs and infrastructure improvements at or near the school to promote this program through improved safety. In July 2007, the City of Bozeman was informed the grant was approved. Numerous non-infrastructure purchases and programs were implemented in the fall of 2007, including an educational safety fair, participation in international walk to school day and purchase of curriculum supplies geared toward education on healthy lifestyles and bicycle/pedestrian safety. Lieutenant Rich McLane is the project manager for this grant. In November 2007, the City of Bozeman was informed that federal approval had been received for purchase of infrastructure improvements, including bicycle racks, cones for drop-off locations and improved signage for children’s safety. Additionally, the purchase of 4 SPEEDsentry Radar illumination units was approved. These units collect data on speeds of vehicles and advise drivers of their speed. Similar units have been used in various parts of the city to determine needs for speed enforcement as well as an effective deterrent to speeding. These particular units will be placed on streets adjacent to Emily Dickinson School, to include W. Durston, N. 27th, N. 19th, Annie Street, etc. 6 These units will serve as an effective technological augmentation to patrol enforcement of school zones. Once purchased, these units become permanent property of the City of Bozeman. Because these program funds are federally approved, an environmental certifying official must be appointed. LT McLane has already determined through contact and conversations with MDT officials, that none of the infrastructure purchases or programs requires environmental review, permits or mitigation. However, in order to receive final approval for these purchases, formal appointment and completion of related documentation by the designated Environmental Certifying Official must be completed. This program continues to be an invaluable program for supporting healthy lifestyles with our children and demonstrate the cities willingness to work collaboratively. Direct benefits of promoting safety for children attending this school also translate into encouraged safe driving for all persons driving near this school.
