Call to Order – 6:00 pm – Community Room, Gallatin County Courthouse, 311 West Main Street B. Pledge of Allegiance and a Moment of Silence C. Consent 1. Authorize Payment of Claims (LaMeres) 2. Authorize Mayor to sign the Designation of the Environmental Certifying Official letter to the Montana Department of Transportation, appointing Lieutenant Rich McLane as the Environmental Certifying Official for the Safe Routes to School Program/Grant in reference to Radar Speed Units (McLane) 3. Authorize City Manager to sign the Temporary Public Access Easement for Haggerty Lane Cottages (Johnson) 4. Approve scheduling a Special Policy Meeting regarding Tax Abatement on Wednesday, February 13, 2008 and a Special Policy Meeting on Wednesday, February 27, 2008 (Ulmen) 5. Approve Depository Bonds and Pledged Securities as of December 31, 2007 (Clark) 6. Approve the Cash-in-Lieu Parkland Dedication for the Bozeman Brewery Site Plan and Certificate of Appropriateness #Z-07145 (Bristor) 7. Approve scheduling a Work Session for the Capital Improvement Program for Fiscal Years 2009-2013 for February 11, 2008 at 4:00 pm, prior to the Commission Meeting (Kukulski) 8. Finally adopt Ordinance No. 1738, Providing that the Bozeman Municipal Code be Amended by Revising Section 2.04.040A, Providing for the Ending Time of Regular Meetings to be 10:00 pm unless otherwise extended (Luwe) 9. Finally adopt Ordinance No. 1736, Manley Commercial Center Zone Map Amendment #Z-05288 (Skelton) *Consider a motion approving Consent items 1-9 as listed above. D. Public Comment - Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to 3 minutes. 1 2 E. Action Items 1. Updates and Options for the Story Mansion (Kukulski) *Consider identifying the use(s) of the Story Mansion grounds and facilities. AND *Consider a motion based on the provided information, confirming the December 10, 2007 Commission decision to “place the Story Mansion property into the Bozeman Parks System” and “add[ing] this property to our [City Commissioner] list that we created in our work sessions a few months ago of properties moving to park status.” AND *Consider identifying priorities for ground’s and facilities’ rehabilitation. AND *Consider establishing a fundraising mechanism to raise $500,000 in matching funds for the Save America’s Treasures (SAT) Grant and setting a May 31, 2008 deadline for raising funds. AND *Consider establishing a deadline of June 15, 2008 to enter into contracts to utilize the Save America’s Treasures Grant funds. 2. Bid Award for the Remodel of the Old Library into a new City Hall (Goehrung) *Consider a motion authorizing the City Manager to sign the Award of Bid for the remodel of the old Library into a new City Hall with Construction Manager Dick Anderson Construction. 3. Eastlake Minor Subdivision Preliminary Plat #P-07046 (Windemaker) *Consider a motion approving the Eastlake Minor Subdivision Preliminary Plat #P- 07046, with the Conditions of Approval and Code Provisions outlined in the Staff Report. 4. Gentle Doctor Animal Hospital Conditional Use Permit and Certificate of Appropriateness #Z-07281 (Riley) *Consider a motion approving the Gentle Doctor Animal Hospital Conditional Use Permit and Certificate of Appropriateness #Z-07281, with the Conditions of Approval as outlined in the Staff Report. 2 3 5. Reach, Inc. Conditional Use Permit and Certificate of Appropriateness #Z- 07282 (Krueger) *Consider a motion approving the Reach, Inc. Conditional Use Permit and Certificate of Appropriateness #Z-07282, with the Conditions of Approval and Code Provisions as outlined in the Staff Report. 6. Appointments to the North Seventh Urban Renewal Board (NSURB) (Delaney) *Mayor Jacobson considers appointing, with the advice and consent of the Commission, five voting members to initial staggered terms on the North Seventh Urban Renewal Board. AND *Consider a motion appointing non-voting members to initial staggered terms on the North Seventh Urban Renewal Board. AND *Consider a motion appointing a Commissioner to be the liaison. 7. Appointments to the Board of Adjustment (Delaney) *Consider a motion appointing seven members to initial staggered terms on the Board of Adjustment. AND *Consider a motion appointing a Commissioner to be the liaison. 8. (Re)Appointments to the Cemetery Advisory Board (Delaney) *Consider a motion (re)appointing members to the Cemetery Advisory Board. 9. (Re)Appointments to the Fire Code Board of Appeals (Delaney) *Consider a motion (re)appointing members to the Fire Code Board of Appeals. 10.
