LINKED MINUTES OF THE MEETING OF THE CITY COMMISSION

The Commission of the City of Bozeman met in the Community Room, Gallatin County
Courthouse, 311 West Main Street, on Monday, January 7, 2008 at 7:00 pm. Present were
Mayor Kaaren Jacobson, Cr. Sean Becker, Cr. Eric Bryson, Cr. Jeff Krauss, and Cr. Jeff Rupp,
City Manager Chris Kukulski, Planning Director Andy Epple, Assistant City Attorney Tim
Cooper, Director of Finance Anna Rosenberry, City Clerk Stacy Ulmen, and Deputy City Clerk
Cynthia Jordan Delaney.

Mayor Jacobson called the meeting to order at 7:02 pm.

Mayor Jacobson asked City Manager Chris Kukulski if there were any changes to the agenda.

Mr. Kukulski stated that upon consent of the Commission, the order of the agenda will be
changed by moving F. Special Presentation, 1. Swearing in of the Public Officials and 2.
Mayor's State of the City Address in the place of C. Minutes.

Ms. Ulmen administered the Oath of Office to newly elected City Commissioner Eric Bryson,
City Commissioner/Deputy Mayor Jeff Krauss, and Mayor Kaaren Jacobson.
0:12:36 2. Mayor's State of the City Address (Mayor Jacobson)
Mayor Jacobson spoke regarding Bozeman’s sense of Community, including City Growth, trails
and green space areas within the City, the Streamline Bus system, the new LEED Certified City
Library and cleanup of the area where it has been constructed (thanking City Manager and
Deputy City Manager for their interaction with DEQ), the downtown business district, the new
parking garage, the 8 active neighborhood associations, the future construction of a 3rd Fire
Station along with the County 911 Center, emphasizing that this is a great example of the City

and County working together, the City’s sound financial condition, and renovation of the Old
Library into the New City Hall. Mayor Jacobson thanked Bozeman’s Public Staff.
Mayor Jacobson then went over her priorities as follows; (1)New Police Station and Law and
Justice Center, (2) Climate Protection,(3) Interior Restoration of the Story Mansion,
(4)Establishment of a Parks and Recreation Foundation, and (5) Street Impact fees and at what
level they should be set at.

It was moved by Cr. Becker, seconded by Cr. Rupp, to approve the Minutes of October 22,
2007, December 3, 2007, December 10, 2007, and December 13, 2007 Policy meeting as
submitted.
Those voting Aye being Crs. Becker, Rupp, Bryson, Krauss, and Mayor Jacobson.
Those voting No being none.
The motion carried 5-0.

1. Authorize Payment of Claims (LaMeres)
2. Authorize City Manager to sign the Traffic Signal Maintenance Agreement for
the County-Owned Traffic Signal at Amsterdam and Thorpe Roads (Van
Delinder)
3. Authorize Mayor to sign a Promotional Partnership Agreement with the
Environmental Protection Agency's WaterSense Program (Heaston)
4. Approve Resolution No. 4010, East Gallatin Recreation Area and Old City of
Bozeman Landfill Annexation #A-06017 and authorize City Manager to sign the
East Gallatin Recreation Area Annexation Agreement (Knight)
5. Approve Resolution No. 4093, Manley Commercial Annexation #A-05041 and
authorize City Manager to sign the Manley Commercial Annexation Agreement
(Skelton)
6. Approve a Non-Profit Liquor License for Bridger Clinic to sell Beer and Wine at
the Emerson Cultural Center on February 16, 2008 at the Sweet Tooth Ball
(Neibauer)
7. Finally adopt Ordinance No. 1735, Meadow Creek Phase III and IV Zone Map
Amendment #Z-06274 (Krueger)
8. Provisionally adopt Ordinance No. 1736, Manley Commercial Zone Map
Amendment #Z-05288 (Skelton)
9. Provisionally adopt Ordinance No. 1701, East Gallatin Recreation Area Zone
Map Amendment #Z-07006 (Knight)

Mayor Jacobson spoke regarding past Commissioner Steve Kirchhoff. Mayor Jacobson went
over Mr. Kirchhoff's accomplishments. Mr. Kirchhoff served on the Commission for 8 years and
served as Mayor 2 of those years.
