REPORT TO: Honorable Mayor and City Commission

SUBJECT: 2008/09 Work Plan Retreat
MEETING DATE: February 19, 2008
RECOMMENDATION:
#1 – Give clear direction on the City’s top project requests for federal funding support: 1) Wastewater Treatment Plant, 2) Police and Municipal Court facility, 3) College Street reconstruction
(11th west to Main) 4) Story Mansion and 5) Mandeville Business Park.
#2 – The elimination of dozens of potential projects listed under the City Commission and City Manager’s Work Plan. The Work Plan should be reduced in size to a manageable number of
projects we can expect to accomplish in the upcoming 18-to-24- month period. The Work Plan document does not have to be finalized (however that would be nice) but it should be close
to completion so that it can be adopted during the Commission’s March 3 meeting.

I would like to start the afternoon by getting clear direction on the City’s top project requests for federal funding support. Mayor Jacobson and I are traveling to Washington DC and
meeting with both Senators and Congressman Rehberg on February 27.
Not knowing your priorities, I would propose that the following list be considered. 1- Wastewater Treatment Plant, 2 – Water Treatment Plant 3 – Police and Municipal Court facility,
4 – College Street reconstruction (11th west to Main) 5 – Story Mansion and 6 – Mandeville Business Park. I deleted the Water Treatment Plant off of my recommendation above since the
project will not be designed for another two years and therefore we won’t have dependable cost estimates. In past discussions with Senator Tester and Senator Baucus, the Wastewater
Treatment Plant and Mandeville Business Park have seemed of interest.
Once the discussion on federal funding is completed I would like us to begin work on the draft 2008/09 Work Plan. The attached work plan is NOT meant to be a complete list of the potential
priorities (only one Commissioner gave me their list). Therefore, early on in this discussion we will need to determine what other projects should be up for consideration. This is
also why I included a list of potential priorities under each department Director. This is not with the anticipation that you will ultimately approve their priorities, however if you
see something listed that you think should also be included as a City Commission and/or City Manager priority, we will add it to our potential list. Similarly, if you absolutely disagree
with any of the items listed under the Directors, it would be nice to know before the staff gives it any further consideration. From there, the facilitator will assist you in whittling
the list down to a manageable level.
