HomeMy WebLinkAboutJanuary 25, 2008 Joint City-County Minutes1 LINKED MINUTES OF THE JOINT CITY/COUNTY COMMISSION MEETING BOZEMAN, MONTANA January 25, 2008 ***************************** The Commission of the City of Bozeman met in a Joint Roundtable Discussion at the Belgrade Country Kitchen, 6269 Jackrabbit Lane, on Friday, January 25, 2008 at 7:00 a.m. Present were Cr. Becker, Cr. Jeff Rupp, City Manager Chris Kukulski, County Cr. Bill Murdock, County Cr. Joe Skinner, County Cr. Steve White, County Administrator Earl Mathers, and City Clerk Stacy Ulmen. A quorum of City Commissioners was not present at this meeting. 0:04:50 Call to order County Commissioner Bill Murdock called the meeting to order at 7:04 a.m. 0:05:11 Introduction and Welcome (Earl Mathers, County Administrator) All who were present stated their names, positions, and the Town or City that they represent. 0:06:20 Mr. Mathers Mr. Mathers stated that the purpose of the meeting was to have an inter-governmental collaboration. Mr. Mathers went over ideas for inter-governmental cooperation such as having one voice on certain issues, and points of focus such as planning, transportation, development of community and economic growth, and strategic investments. 0:11:30 Cr. Murdock Cr. Murdock suggested whoever hosts the meeting should be the facilitator. 0:12:09 Cr. Murdock Impact fees can be added to a future meeting. 0:13:07 Interlocal Agreements; i.e. Growth Policy (County Commission) 0:14:14 County Commissioner, Joe Skinner Cr. Skinner stated discussions need to take place with Belgrade and Manhattan regarding an interlocal agreement and zoning of their donut areas to fit in with what is being done County- wide. The donut area is different for the City of Bozeman and the County would like to pursue on how to do an interlocal agreement with Bozeman including Transfer of Development Rights and annexation agreements. 0:15:45 Cr. Murdock Cr. Murdock spoke regarding receiving areas for Transfer of Development of rights. 0:18:26 County Commissioner, Steve White Cr. White Spoke regarding the areas around Towns and Cities that are not zoned. 37 Linked Minutes of the Joint City-County Meeting, January 25, 2008 2 0:22:35 Chris Kukulski, City Manager, City of Bozeman Mr. Kukulski spoke regarding possible quarterly meetings with the Department of Environmental Quality. 0:27:17 Anne Koentopp, City of Belgrade Ms. Koentopp spoke regarding Belgrade's issue with transportation. 0:29:52 Mr. Kukulski Mr. Kukulski spoke regarding the City of Bozeman's requirement of water rights. 0:33:21 Cr. White Cr. White spoke regarding sub-surface water. 0:35:31 Mr. Kukulski Mr. Kukulski spoke regarding the Department of Environmental Quality's new Administrative Rules. 0:41:27 Gas / Vehicle Tax (County Commission) 0:41:31 Cr. Murdock Cr. Murdock opened the floor for discussion regarding implementation of a 2 cent per gallon retail fuel tax. The issue would need to be voted on by the Towns and Cities, along with the people in the County. If successful, the money would be distributed between the Cities and the County, or could be distributed for a single project that all agree on. Cr. Murdock asked how the Cities and Towns felt about this. 0:42:35 Russ Nelson, Mayor of Belgrade Mr. Nelson asked if this was the County's way of replacing impact fees. 0:42:49 Cr. Murdock Cr. Murdock stated yes. 0:42:56 Cr. Skinner Cr. Skinner stated no. 0:42:58 Cr. White Cr. White stated no. 0:44:57 Mr. Kukulski Mr. Kukulski spoke regarding impact fees on commercial development in the County. 0:46:40 City Commissioner, Sean Becker Cr. Becker asked for a figure regarding an average amount of gallons (of fuel) that are sold in the Gallatin Valley. Murdock stated about $500,000 based on last year's fuel sales. 0:47:07 Mr. Mathers Mr. Mathers stated that diesel is not included. 0:55:52 Cr. Murdock Cr. Murdock asked that each City and Town pick a project that a 2 cent fuel tax could be used on and report back to the next meeting. 0:56:20 Time / Date of Next Meeting 0:57:34 Cr. Murdock Cr. Murdock suggested the next meeting be in March. Agenda topics were discussed.
