BACKGROUND: Comma-Q Architecture, Inc., on behalf of Bozeman School District No. 7, has submitted an application for informal review. This application is seeking comment and advice from the City Commission and Development Review Committee for the renovation and new addition to the Bozeman High School that will house 1,500 students. The project includes the renovation of the Chief Joseph middle school and new addition situated along the west side of North 11th Avenue. The Development Review Committee reviewed this proposal at their February 6th, 2008 meeting. Attached please find said comments provided by the D.R.C. regarding the proposed development. UNRESOLVED ISSUES: None identified at this time. FISCAL EFFECTS: Fiscal impacts are undetermined at this time. ALTERNATIVES: As suggested by the City Commission. This document is intended to serve as a general guide as is subject to change as Construction Documents evolve: • Creation of a “core” facility that will house 1,500 students. This core will be comprised of renovated spaces in Building 1 (existing CJMS) south to include the present H-wing (excluding existing library and administration area) and a major addition to the east side of Building 1. The new structure is approximately 50,000 sf and, along with the existing Building 1 and Building 2 (H-wing and music spaces in J-wing) spaces, meets the programmatic needs of a 1,500 student high school. • Renovation in Building 1 includes major structural, major mechanical and major electrical upgrades. • ‘K-wing’ areas of Building 1 (both floors of south wing) will be occupied during the 2008-2009 school year. Emergency egress and other life safety considerations as well as mechanical, plumbing, fire protection, electrical and telecommunication systems must be operational during this time. • A new connecting corridor and elevator will be added between Building 1 and Building 2 (existing music area) to facilitate access and general circulation. • Renovations in selected areas of Building 2 (H-wing and music spaces in J-wing). • With a prioritized list of exceptions (aka alternates), existing structures south of H-wing are retained with “no work”. Dependent upon available funds, alternates may include new gym floor, gym lighting upgrades, locker room mechanical upgrades, toilet room upgrades, trainer relocation, and F-wing roof replacement. • The Auditorium is proposed at the location of the existing library. The demolition of the library/admin area would not occur until the auditorium is constructed. Demolition of C, D and E wings is required to construct adequate parking. • Over an approximate period of eight years the High School will use of the entire campus as it grows to a maximum population of 2,400 students (currently about 1,750). When Bozeman High reaches a population of 2,400 students the District plans to build a second high school (projected to occur in 2016). After Bozeman’s second high school is built, the structures south of H-wing (except the gyms) would no longer be part of the high school. They could be demolished or retained and renovated for another use. The following is a summary of tasks ‘by Work Group’. Many of these items are also summarized in the bullet points above: Work Group A This limited work was defined to allow construction to begin in June 2008 A1. Exterior grade beams. A2. Site demolition as required for east and mechanical additions. A3. Excavation and structural fill at new addition. A4. Selective site demolition at courtyard A5. All work as required to pour the footings foundation wall and first floor slab in the mechanical addition. A6. Interior grade beams and helical piers at the shear wall locations. A7. Collector beams at the interior shear wall locations. A8. Abatement of Asbestos Containing Materials (ACM) that are impacted by Work Group A construction activities in the north and west areas of Building 1. Identification of ACM and abatement design is being carried out by Northern Industrial Hygiene, a consultant of the Owner. A9. Selective demolition in the north and west areas of Building 1 for all proposed 451 Page 2 of 2 interior shear walls. A10. Transformer relocation at Southwest corner of Chief Joseph Middle School Work Group B B1. Renovation Work at Building 1 (CJMS). Including extensive seismic, mechanical, plumbing and electrical upgrades. B2. Renovation Work at Building 2 (H-wing and music spaces in J-wing) B3. New addition at east side of Building 1 (approx. 50,000 sf) B4. New connecting corridor between Building 1 and Building 2 (approx 5,000 sf). B5. Construction of new mechanical room at southwest corner of Building 1 B6. Site Work. Including two (2) new fire hydrants and a new parking lot north of Building 1 for approximately 130 cars B7. Create exit corridor through G-6A and G-6B (eliminate dead end condition) B10. H Wing Upgrades. Create new mechanical room (with new boiler) to serve south portion of core school. Renovate metals lab and drafting lab. B11. Work on South End of Campus - Alternates (in order of Owner preference) ALTERNATE NO. 1 (ADD) Provide ventilation for existing locker room spaces (Approximately 14,000 sf). Create new mechanical fan room within existing storage room; construct ductwork housing (overframing) at existing roof. ALTERNATE NO. 2 (ADD) Remodel existing Speech & Debate Classroom (G-4) in Building 5 to accommodate Training Room functions (Approximately 1,375 sf). ALTERNATE NO. 3 (ADD) Remodel existing toilet rooms in Building 4 (Approximately 1,400 sf). ALTERNATE NO. 4 (ADD) Remove and replace roof at F-wing (Approximately 13,100 sf). ALTERNATE NO. 5 (ADD) Remove and replace existing Building 5 South Gymnasium Floor (Approximately 12,350 sf). ALTERNATE NO. 6 (ADD) Remove and replace existing Building 5 South Gymnasium Lighting (Approximately 14,100 sf). Work Group C C1. Demolition of C, D, & E wings. Selective demolition of Library and Admin areas at J-wing. C2. Construction of 1,250 Seat Auditorium C3. Construction of drop-off loop and parking for approximately 250 cars The current schedule is as follows: • The Work Group A construction drawings for Building 1 will be submitted to the City of Bozeman Building Division on March 19, 2008. Construction of Workgroup A Tasks is scheduled to begin June 9, 2008 • The Work Group B construction drawings for the new addition, connecting corridor to the east side of the North Classroom Building, the Bid Alternates south of H-wing, and the balance of the renovation will be submitted to the City of Bozeman Building Division in May 2008. Construction of Workgroup B Tasks is scheduled to begin late July 2008 • Construction work described in Work Groups A & B is scheduled for completion in September of 2010. • The Work Group C construction drawings are under consideration by the School District and do not have a specific schedule. OF PUBLIC SAFETY BOB MURRAY, CITY ENGINEER’S OFFICE RYON STOVER, FORESTRY FOREMAN JOHN VANDELINDER, SUPERINTENDENT OF STREETS/LANDFILL THOM WHITE, PARKS AND RECREATION DEPARTMENT FROM: DAVE SKELTON, SENIOR PLANNER RE: BOZEMAN HIGH SCHOOL RENOVATION AND ADDITION 205-309 NORTH 11TH AVENUE INFORMAL REVIEW DATE: FEBRUARY 6, 2008 ------------------------------------------------------------------------------------------------------------------------------ The Department of Planning and Community Development has reviewed the Informal Review Application for the Bozeman High School renovation and new addition at 205-309 North 11th Avenue against the Unified Development Ordinance (U.D.O.); and as a result, offer the following comments for consideration. General Comments: 1. Prior to submitting the application to the City Commission it is recommended that the applicant provide a short, written overview of the project, outlining the general scope of the project, construction and occupancy dates, as well as the schedule for relocation of the Chief Joseph middle school. 2. A digital version of the proposal is necessary and reduced hard copies of the proposal are preferred prior to forwarding the application to the City Commission. If 11” by 17” are too small, “24 by 36” pages would be acceptable. 3. Prior to issuance of a building permit for the high school addition, the applicant shall submit a Final Site Plan application, along with seven (7) copies of the Final Site Plan for approval by the Planning Director. 454 Page 2 4. As a contributing element to the fabric of the community and in an effort to implement the regulatory standards of the Unified Development Ordinance (U.D.O.), it is recommended that the school district give further consideration to the following comments. Chapter 18.22 “Public Lands and Institutions District” 5. The subject property is zoned “PLI” (Pubic Lands and Institutions District). Public and nonprofit, quasi-public institutions (universities, elementary, junior and senior high schools, and hospitals) are listed as a principal permitted use in the “PLI” district. 6. North 11th Avenue is designated as a collector road. There is no front yard setback in the “PLI” district except when a lot is adjacent to another district. The subdivision immediately east of North 11th Avenue is zoned “R-1” and “R-4”, which requires a 20-foot setback from the street right-of-way. Chapter 18.42 “Development Standards” 7. Location and placement of the dumpster refuse area at the northeast corner of the new addition without proper screening could visually impact the streetscape and residential neighborhood to the east. Proper screening at this location should be further considered based on its current location in proximity to a principle entrance to the high school. 8. Any mechanical equipment associated with the kitchen area that is visible from the North 11th Avenue streetscape and adjoining properties would be required to be screened. Chapter 18.44 “Transportation Facilities and Access” 9. Based on the information provided the proposed high school addition and off-street parking lot will not encroach into a 20-foot front yard setback along North 11th Avenue. 10. The egress/ingress point at North 11th Avenue improvements the street intersection alignment with West Villard Street. Chapter 18.46 “Parking” 11. Single access to an off-street parking area of this size is not recommended. The high school addition eliminates a very effective area for vehicular and pedestrian circulation. Stacking of vehicles during peak times could also be a point of concern. 12. A drop-off and pick-up area between the off-street parking lot and high school addition is recommended. 13. The off-street parking lot must comply with the provisions for disabled accessible parking and signage, as well as proper curb access. 14. There appears to be no proposal for lighting fixtures in the parking lot. It is recommended that a number of parking lot fixtures be installed if for no other reason than security and safety purposes. If so, all outdoor lighting fixtures shall be shielded in such a manner that no light is emitted above a horizontal plane passing through the lowest point of the light emitting element, so that direct light emitted above the horizontal plane is eliminated. . 455 Page 3 15. Off-street parking calculations, in accordance with the Unified Development Ordinance (U.D.O.) should be calculated as follows: Senior High Schools: 1.5 spaces for each classroom or lecture halls; plus 1 space for each 5 students; plus 1 space for each non-teaching employee; plus 1 space per each 3 fixed seats in the area of public assembly, or 1 space for each 21 square feet of area available for public assembly if fixed seats are not provided. Chapter 18.48 “Landscape” 16. Under Section 18.48.050 of the U.D.O. off-street parking lot landscape and landscape irrigation would be required for the new parking lot, including additional landscape islands and trees within the interior. 17. Screening of the off-street parking lot the northeast end from North 11th Avenue and residential neighborhood to the east would be required, as set forth in the U.D.O. 18. Boulevard trees at a regular spacing of one (1) tree per fifty (50) feet of lineal street frontage would be required. Chapter 18.52 “Signs” 19. All signage requires a Sign Permit Application that shall be reviewed and approved by the Planning Office prior to the construction and installation of any on-site signage. Signage shall comply with the requirements set forth in UDO Section 18.52. Note: This memo serves as informal advice for the above referenced project based on the information provided. Additional comments, conditions, and recommendations may be provided based on information submitted with the building permit application. Failure to list any standards and regulations in this cursory review in no way grants a waiver for said requirements, unless otherwise exempt from compliance. 456 February 6, 2008 To: Development Review Committee From: Bob Murray, Project Engineer Re: Bozeman High School Addition Informal #I-08002 The following should be included as Final Site Plan (FSP) conditions for any approval of this project: 1. A manhole will need to be installed on the sewer main at the connection point of the service line. 2. The detention ponds shall be shown on the final site plan, and sizing information submitted for review and approval. 3. Detention or retention must be added for the storm sewer from the courtyard prior to discharge into the watercourse. 4.
