HomeMy WebLinkAboutLetter to Gallatin County Commission regarding Law & Justice Center Site Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Kukulski, City Manager Mark Tymrak, Chief of Police SUBJECT: Letter to Gallatin County Commission regarding Law & Justice Center Site MEETING DATE: Monday February 25, 2008 RECOMMENDATION: We respectfully request the City Commission forward the attached letter to the Gallatin County Commission requesting a decision within thirty (30) days of the date of the letter on whether the County would be willing to identify and allocate five (5) acres of property on the Law & Justice Center site at 615 S. 16th Avenue which could be sold and deeded to the City of Bozeman for the construction of a new Police and Municipal Court Facility. BACKGROUND: On February 19, 2008, the City Commission directed staff to draft a letter to the Gallatin County Commission requesting a decision on the City’s request to purchase 5 acres of land at the current Law & Justice Center site. City Commission has previously seen presentations from Carter Goble Lee (CGL) on their Police and Municipal Court Facility Needs Assessment and formerly adopted the twenty year best practices plan in 2007. The consultant recommended that a five (5) acre site would be necessary to meet the 20-year space needs, provide adequate parking and future growth and expansion opportunities. UNRESOLVED ISSUES: Identification of a 5 acre parcel of land for the Police and Municipal Court Facility. FISCAL EFFECTS: There are no fiscal effects associated with requesting a decision from the Gallatin County Commission on the identification and sale of 5 deeded acres of land to the Bozeman Police and Municipal Court Facility. Significant fiscal impacts will be incurred implementing the recommendations contained within the plans including the land purchase, development and construction of the new police and municipal court facility. ALTERNATIVES: Identify and purchase a minimum of 5 acres of land at an alternate site. Respectfully submitted: ____________________________________ Chris A. Kukulski, City Manager 172 Bozeman City Commission February 25, 2008 Gallatin County Commissioners Honorable Bill Murdock, Chairman Commissioner Steve White Commissioner Joe Skinner 311 W. Main Street, Room 306 Bozeman MT 59715 Reference: Request for a decision regarding Law & Justice Center site Dear Commissioners: For the past year and a half, the City of Bozeman has been working on completing a twenty year best practices Facility Needs Assessment and Staffing Analysis for the Police Department and Municipal Court. The adopted Facility Plan identifies severe space deficiencies for the Police Department and Municipal Court which urgently need to be addressed. Our consultants have recommended that a five (5) acre site is necessary to meet the 20-year space needs for the Police and Municipal Court Facility and to provide adequate parking and future growth and expansion opportunities. On behalf of the Bozeman City Commission, I hereby request written confirmation of the Gallatin County Commission’s decision regarding the identification and allocation of five (5) acres of property on the Law & Justice Center site at 615 S. 16th Avenue to be sold and deeded to the City of Bozeman for the construction of a new Police and Municipal Court Facility. We request this confirmation within thirty days of your receipt of this letter. Respectfully submitted; Kaaren Jacobson, Mayor 173
