HomeMy WebLinkAboutMarch 14, 2008 Joint City-Town/County Meeting Minutes1 LINKED MINUTES OF THE JOINT CITY-TOWN/COUNTY COMMISSION MEETING BOZEMAN, MONTANA March 14, 2008 ***************************** The Commission of the City of Bozeman met in a Joint Roundtable discussion at the Garden Cafe, 107 South Broadway, Manhattan, on Friday, March 14, 2008 at noon. Present were Mayor Kaaren Jacobson, Cr. Eric Bryson, Cr. Sean Becker, and Cr. Jeff Rupp, County Cr. Joe Skinner, County Cr. Steve White, and City Clerk Stacy Ulmen. 0:04:01 County Cr. Steve White County Commissioner Steve White called the meeting to order. 0:04:20 Introductions Each person introduced themselves and what Town or City they represented. 0:05:38 1. Impact fees 0:05:47 Cr. White Cr. White spoke regarding the County Impact fees and how impact fees are figured. He pointed out areas in the County where impact fees are being used. Cr. White voted against charging impact fees to commercial because he feels that there needs to be a nexus. 0:21:45 County Commissioner Joe Skinner Cr. Skinner stated that one of the biggest issues for the County is collecting administrative fees from the impact fees. They are only allowed to collect 5% of the impact fee for administration and that does not cover the actual costs. 0:23:24 Russ Nelson-Belgrade Mr. Nelson asked if there are any counties in Montana that have building permits. 0:23:28 Cr. White Cr. White stated that Richland County has building permits. Cr. White stated others that may have them. 0:23:47 Tony Haag-Manhattan Mr. Haag asked if the County has looked at implementing building permits. 0:23:55 Cr. White Cr. White Only a land use permit. 0:24:57 Bozeman City Commissioner-Sean Becker Cr. Becker asked about the status of redoing the Impact Fee Study to better determine a nexus. 0:25:10 Cr. Becker Cr. Becker asked about the status of a study to determine multiple service areas. 0:25:24 Cr. White Cr. White stated a study is not scheduled. The County has never spoke about redoing the impact fee study. 0:28:47 Brad Cooper-Belgrade Mr. Cooper spoke about impact fees in Belgrade. 0:34:46 Gene Townsend-Three Forks Mr. Townsend spoke regarding impact fees in Three Forks. 0:39:51 Mr. Haag-Manhattan Mr. Haag spoke about Manhattan's impact fees. 0:47:49 Jamie Greene- West Yellowstone Mr. Greene spoke regarding resort tax in West Yellowstone. 0:51:24 City of Bozeman Mayor -Kaaren Jacobson Mayor Jacobson spoke regarding the impact fees in Bozeman. The City of Bozeman collects impact fees for streets, sewer, water, and fire. Three studies have been done in the previous year regarding the real cost for sewer, water, and streets. Bozeman will be constructing a new waste water facility estimated to be around $54 million dollars. Fire impact fee study has not been completed yet. The street impact fee was implemented at 60% of what the study recommended. The combined impact fees cost per dwelling unit is near $10,000. There is not a downturn in commercial construction. 0:55:27 Cr. Becker Cr. Becker spoke regarding a possible joint city and county impact fee study. 0:59:30 Cr. White Cr. Continuation of Local Option/Tax Reform (gas tax) Discussion 1:01:33 Cr. Skinner Cr. Skinner explained the concept behind the proposed 2 cent gas tax allocation. 1:02:39 Cr. White Cr. White spoke regarding possible countywide projects that the tax could be used for. 1:04:40 Cr. Becker Cr. Becker questioned the figure of 25 million gallons of gasoline sold in Gallatin County 1:04:50 Cr. Skinner Cr. Skinner stated that the 25 million is from the last study that was done. 1:04:53 Cr. White Cr. White stated that the figure does not include diesel fuel. 1:05:28 Mr. Haag-Manhattan Mr. Haag spoke regarding the rising costs of fuel. 1:06:16 Mr. Haag-Manhattan Mr. Haag stated that there are issues in Manhattan that need to be resolved before he would support another tax. 1:06:57 Cr. White Cr. White spoke regarding the tourist impact to the County infrastructure. 1:08:31 Mr. Townsend-Three Forks Mr. Townsend stated he would rather see a local option tax. 1:08:50 Mr. Townsend-Three Forks Mr. Townsend spoke regarding the commuting folks that use the County infrastructure. Timing is poor due to rising fuel costs. 1:11:23 Cr. Skinner Cr. Skinner stated that the 2 cent tax could be implemented and then split up between the various jurisdictions. 1:12:40 Mayor Jacobson Mayor Jacobson stated that she feels the tax would not pass in Bozeman. 1:12:46 Bozeman City Commissioner -Eric Bryson Cr. Rupp stated that the energy should be spent on local option tax. 1:16:17 3. Time / Date of next meeting It was determined that the next meeting will take place on a Friday in May in Three Forks during the lunch hour. 1:17:21 Agenda items 1. Bryson spoke regarding greater representation on the City-County Board of Health. 1:21:47 4. Adjourn Cr.
