HomeMy WebLinkAbout3-24-08_February 13, 2008 Policy Meeting Minutes1 LINKED MINUTES OF THE POLICY MEETING OF THE CITY COMMISSION BOZEMAN, MONTANA February 13, 2008 ***************************** The Commission of the City of Bozeman met in the City Commission Room at City Hall, 411 East Main Street, on Wednesday, February 13, 2008 from Noon-1:30 p.m. Present were Mayor Kaaren Jacobson, Cr. Sean Becker, Cr. Eric Bryson, Cr. Jeff Krauss, Cr. Jeff Rupp, Assistant City Manager Ron Brey, Planning Director Andy Epple, Planner Courtney Kramer, Assistant City Attorney Tim Cooper, and City Clerk Stacy Ulmen. 0:13:00 A. Call to Order – 12 p.m. – City Commission Meeting Room, City Hall, 411 East Main Mayor Jacobson called the meeting to order. 0:13:03 B. Pledge of Allegiance and Moment of Silence 0:13:38 C. Public Comment Mayor Jacobson opened public comment. No person commented. Mayor Jacobson closed public comment. 0:13:56 D. Round Table Discussion (Identifying potential future agenda items arising from the prior City Commission Meetings of January 25 (Joint City-County Meeting), January 28, February 4, and February 11, 2008) 0:14:21 Ron Brey, Assistant City Manager Mr. Brey explained that the Commission took action at the last Commission Meeting to cancel the regularly scheduled meeting on March, 10, 2008. Mr. Brey suggested that the Commission cancel the Policy Meeting scheduled for March, 12, 2008. 0:14:49 Cr. Rupp Cr. Rupp stated that he was not comfortable regarding priorities on the CIP (Capital Improvements Plan), primarily in the street discussion that were discussed on February 11, 2008. 0:15:41 Mr. Brey Mr. Brey suggested that the CIP be further discussed on a future agenda. 0:17:15 E. Ms. Kramer asked the Commission how they would like to handle retroactive abatements, location of eligible properties, and if they want to continue to abate the increase in all taxes enabled in state statute. 0:21:00 Mayor Jacobson Mayor Jacobson spoke regarding retroactive abatements. 0:21:14 Cr. Krauss Cr. Krauss spoke regarding the recent Delaney Tax Abatement. 0:24:10 Tim Cooper, Assistant City Attorney Mr. Cooper spoke regarding state statutes relating to tax abatements during construction periods. 0:25:22 Cr. Bryson Cr. Bryson spoke regarding modifications of the City Ordinance pertaining to deadlines and time frames. 0:28:04 Mr. Epple Mr. Epple suggested that a Tax Abatement Certificate of Appropriateness be established. 0:32:08 Cr. Krauss Cr. Krauss stated the abatement would be used to encourage economic development and strict preservation projects that otherwise may not happen. 0:34:02 Ms. Kramer Ms. Kramer spoke regarding location. State statute and Commission Resolution limit location to only properties that contribute to a historic district or are individually listed on the National Historic Register. 0:37:24 Mr. Cooper Mr. Cooper pointed out the state statute on eligibility. 0:42:48 Cr. Krauss Cr. Krauss spoke regarding new construction and additions. 0:46:13 Cr. Krauss Cr. Krauss spoke regarding excluding TIF districts from tax abatements. 0:46:42 Mr. Epple Mr. Epple stated that the Commission has brought forward some good policy points that Mr. Cooper and himself can research and compare to state statute. Ms. Kramer spoke regarding school districts. 1:06:20 Public Comment Mayor Jacobson opened public comment. 1:06:54 Mr. Cooper Mr. Cooper spoke about the creation of a review board for tax abatements. 1:08:08 Ed Sypinski-Public Comment Mr. Sypinski of 811 West Villard, stated that he is the vice chair on the Bozeman Historic Preservation Advisory Board. Mr. Sypinski spoke regarding the Planning and Policy Sub- committee discussions regarding tax abatement. 1:13:28 Anne Sherwood-Public Comment Ms. Sherwood of 607 South 7th, spoke regarding the need to tighten up the language for tax abatements. 1:17:24 Cr. Rupp Cr. Rupp summarized the direction that the Commission gave to staff. 1:19:41 Cr. Bryson Cr. Bryson stated that he is in favor of abating school taxes. 1:19:51 Cr. Rupp Cr. Rupp stated he was not in favor of abating school taxes. 1:20:10 Cr. Rupp Cr. Rupp stated his concern of making tax abatements a complex process. 1:20:52 Cr. Rupp Cr. Rupp spoke about windows that are located on a historic structure. 1:27:04 2. Preparation for Goal Setting Meeting on February 19 (Time Permitting) (Kukulski) 1:27:08 Mr. Brey Mr. Brey asked the Commission to prepare for the Work Session on February 19, 2008. 1:30:21 Stacy Ulmen, City Clerk Ms. Ulmen highlighted the Rules of Procedure regarding Work Sessions. 1:30:53 Cr. Bryson Cr.
