SUBJECT: City of Bozeman Water Reclamation Facility - Informal Review
(#I-08003)
MEETING DATE: Monday, March 24, 2008
RECOMMENDATION: The City Commission considers the comments from the Development
Review Committee (DRC) and Design Review Board (DRB) and provides comments to assist in
proceeding with the formal Conditional Use Permit (CUP) application for this project.
BACKGROUND: The City of Bozeman, represented by Morrison Maierle, Inc./HDR
Engineering Inc. has submitted an application for informal review. This application is seeking
comment and input from the Development Review Committee (DRC), the Design Review Board
(DRB) and the City Commission regarding the proposed expansion of the existing Water
Reclamation Facility. The facility is located on the west side of Springhill Road immediately
south of the East Gallatin River. The property is zoned “PLI” (Public Lands and Institutions) and
the southern portion of the property is located within the I-90 Entryway Corridor.
The DRC reviewed this application on February 20th. Items discussed at the DRC meeting are
included in the attached memorandum from staff to the DRB. The DRB provided comments on
the project on March 12, 2008 as noted in the attached minutes.
UNRESOLVED ISSUES: One of the key issues staff would like the City Commission to
provide comment on is the extent of support for public agency exemptions that may be requested
with this project. Section 18.02.080.B of the Bozeman Municipal Code (BMC) states that “to the
extent reasonable, all City-owned land shall be subject to applicable regulations of the
underlying zoning districts. Development of such land shall be subject to approval by the City
Commission upon review of the development review committee and other review bodies as may
be required by this title.”
Items discussed as possible public agency exemptions include:
1) Upgrading of all surrounding streets (i.e. Springhill Road and Moss Bridge Road) to City
standards. This would include paving, curb, gutter and sidewalk.
2) Perimeter curbing – except for the public parking lot for the new Administration/Lab
building off from Springhill Road.
3) Paving – for some of the internal drives.
4) Trail along Cattron Creek/East Gallatin River.
Staff would also like the Commission’s determination on whether the newly formed Board of
Adjustment (BOA) should also review the formal CUP application. Section 18.64.010.C.

requires BOA review of CUPs. However, subsection 1 under this title allows the City
Commission, by affirmative vote of three of its members, to reclaim itself the final approval of a
development normally subject to the approval of the Board of Adjustment. The vote shall occur
prior to the action of the Board of Adjustment.
FISCAL EFFECTS: Fiscal impacts are undetermined at this time.
ALTERNATIVES: As suggested by the City Commission.

Background/Proposal
Planning Staff is hoping to obtain informal comments on the City of Bozeman Water Reclamation Facility
Informal Review application. The proposal includes the construction of several new structures and
additions or modifications to several existing structures/facilities. The subject property is located on the
west side of Springhill Road immediately south of the East Gallatin River. The property is zoned “PLI”
(Public Lands and Institutions) and the southern portion of the property is located within the I-90 Entryway
Corridor.
The Development Review Committee (DRC) reviewed this informal application on February 20th. Items
discussed at the DRC meeting included:
- The project will require a Conditional Use Permit (CUP) application as it is classified as Type II
Essential Services in the UDO. It will also require a Certificate of Appropriateness as the southern
portion of the property is located within the I-90 Entryway Corridor.
- The applicant indicated that they would like 2 relaxations: 1) perimeter curbing - except for the
public parking lot for the new Administration/Lab building off from Springhill Road; and 2) paving
– for some of the internal drives.
- The new Parks, Recreation, Open Space, and Trails(PROST) Plan identifies trail corridors for this
property along the East Gallatin River and along Cattron Creek.
- The waterfront setback requirements (18.42.100) along the East Gallatin River will need to be
addressed.
- Planning staff is recommending the creation of an artificial lot to address parking and landscaping
for the new administration/lab building off from Springhill Road. Staff also recommends additional
perimeter screening (i.e. along Moss Bridge Road and along Cattron Creek). Plantings along Cattron
Creek to improve screening/view from I-90.
- The “Future” features need to be identified.
- Lighting – Continue with existing.
- Need for overall site plan showing entire property for the CUP application.
- Misc. planning (UDO) advisements: parking, signage, snow storage, refuse containment, bike rack,
submittal to neighborhood coordinator.
- Engineering advisements: storm water plan, upgrading of surrounding streets (paving, curb, gutter
and sidewalk), drive approach standards, floodplain permit, ditch relocation.

Administrative Design Review Staff Comments
Administrative Design Review Staff is offering the following recommendations and comments on the
proposed design:
1. Entryway Corridor, Design Objectives Plan: For All Properties:
See the Design Objectives Plan (DOP) for Entryway Corridors at pages specified.
a. Page 11 – Preserve existing green space in a development whenever feasible. The new
administration and lab building does not impact mature vegetation along the East Gallatin River
corridor. This appears also true of the remaining improvements along the north boundary.
b. Page 13 – Provide convenient connections to regional pedestrian and bikeway circulation systems.
Improvements to Springhill Road should include pedestrian/bicycle pathway along the site frontage.
c. Page 14 – The use of a coordinated landscape design shall be used along the street edge to establish
a single identity for the area and to buffer the view of cars in parking areas. Boulevard trees should
be installed at a regular spacing of one tree per every 50 feet of lineal frontage. Additional landscape
features should be considered at the egress/ingress point off of Springhill Road.
d. Page 21 – Incorporate drainage systems as a part of the site amenities and landscape plan. It is not
clear with this application on placement and location of storm water facilities, as well as
development as landscape feature.
e. Page 23 – Organize the public edges of a site to provide visual interest to pedestrians. At a
minimum, the building needs additional landscaping along the foundation and walkway along the
east elevation of the building.
f. Page 26 – Link the various functions and spaces on a site with pedestrian ways in a coordinated
system. A sidewalk connection with Springhill Road should be considered.
g. Page 34 – Preserve and maintain mature trees and significant vegetation within in corridors. The
circular parking lot should make every effort possible to protect the mature vegetation within the
interior. No landscape plans submitted. The proposed parking lot islands would need to include
trees and a minimum of 75% live vegetation beneath the trees.
h. Page 35 – Landscape buffers should be provided. Landscape features should be incorporated into
the Catron Creek corridor along the west fringes of the project. As this is designated also as a public
corridor, GVLT and the Parks and Recreation Department should be contacted to verify plans for
trail improvements in this area.
i. Page 39 – Innovative new designs that draw upon regional design traditions are preferred. The
building design discourages standardized “franchise” style architecture through innovative
architectural features.
j. Page 39 – Design the main entrance to be clearly identifiable. An articulated canopy signifies the
area of the primary entrance.
k. Page 42 – Building employs all of the following design techniques; change in material and color,
roof form, fenestration treatment offers a pattern and rhythm, recessed or aggregated façade details
(i.e., windows), and changes roof form to help express different modules of the building mass.
l. Page 44 – Use building materials that help establish a human scale. Use of concrete wainscot,
alternating brick courses, and field brick in a horizontal expression aids in emphasizing a human
scale. Need to verify color and materials palette with formal application.
m. Page 48 – Minimize the visual impact of utilities and mechanical equipment. The application offers
little information in the way of location and placement of ground and roof mounted equipment.
This needs to be addressed with the formal application.

n. Page 51- Sign Design Guidelines. No information is provided with this application. Applicant will
need to address this with the formal application. ADA Parking signs are required at a minimum if
no site signage is proposed.
