SUBJECT: Mutual Aid Agreement between the Bozeman Police Department and the
Gallatin Airport Authority.
MEETING DATE: June 2, 2008
RECOMMENDATION: 1) Approve the Mutual Aid Agreement between the Bozeman
Police Department and the Gallatin Airport Authority. 2) Authorize Chief Mark Tymrak to sign
the agreement on behalf of the Bozeman Police Department.
BACKGROUND: The Bozeman Police Department (BPD) and the Gallatin Airport
Authority (GAA) have entered into an agreement, pending the Bozeman City Commission’s
approval. In essence, the Bozeman Police Department will give two (2) older, former, high
mileage patrol cars (one 1998 Chevrolet Impala with 119,000 miles and one 1999 Chevrolet
Impala with 96,000 miles) and two (2) out-dated Mobile Data Terminals to the Gallatin Airport
Authority in exchange for the following services: The BPD will have use of the GAA’s training
class room when needed; the BPD will have use of a secure training room in which the BPD’s
firearms training simulator can be permanently set up and used at the need of the BPD firearms
instructors; the GAA will paint two (2) other former high mileage patrol cars for the BPD. All of

these services are being provided by the GAA in exchange for equipment with little monetary
value and no law enforcement use value to the BPD.
FISCAL EFFECTS: The fiscal effects will be recognized with the money saved by the
Police Department when we don’t have to spend money to use a training classroom, money not
spent on a secure room to set up and train with the firearms training simulator and finally, with
the money saved not having to pay for two (2) paint jobs on older patrol cars.
ALTERNATIVES: As suggested by the City Commission.

Mutual Aid Agreement: Bozeman Police Department and Gallatin Airport Authority
The Bozeman Police Department and the Gallatin Airport Authority mutually
enter into an agreement on this _____ day of June, 2008. The terms and details of this
mutual agreement are as follows:
The Bozeman Police Department will provide two (2) Chevrolet Luminas, (a 1998
and a 1999 model year), and two (2) Motorola MW-520 Mobile Data Computers, to the
Gallatin Airport Authority. The Chevrolet Luminas are former patrol cars with high
mileage and the Mobile Data Computers do not have adequate operating systems for
the current version of Mobile Data Software being used by the Bozeman Police
Department and Gallatin County 9-1-1 Center/CAD Dispatch. The Mobile Data
Computers cannot be upgraded and will not operate I-Mobile software after July 1,
2008. The Mobile Data Computers can operate Motorola Premier MDC software which
will function in the Gallatin Region and allow for access to limited CJIN queries and
messaging which will enhance officer safety for Gallatin Airport Authority and all other
Law Enforcement Agencies in the area.
In exchange for the two (2) cars and two (2) Mobile Data Computers, the Gallatin
Airport Authority will provide services and training space to the Bozeman Police
Department. The Gallatin Airport has a training classroom that seats 25 students which
will be available to the Bozeman Police Department at no cost and when available.
Additionally, in the basement of the airport is a room which will safely and securely
house the Use of Force Training Simulator purchased through a grant several years
ago. The Bozeman Police Department has been unable to use this $160,000 training
simulator due to the lack of secure space to set it up. The Gallatin Airport Authority will
provide our department with this space at no cost in exchange for the value of the
Mobile Data Computers. Sworn officers with the Gallatin Airport Authority will have
access to train with this simulator, provided a firearms instructor, who has received
proper training on the use of this simulator, is conducting the training. Lastly, in
exchange for the two (2) Luminas, the Gallatin Airport Authority has agreed to paint two
(2) other former patrol cars. These cars will remain in service with the Bozeman Police
Department being used primarily as travel and covert police cars.
This mutual aid agreement has been discussed and agreed upon by the Chief of
Police for the Bozeman Police Department, the Chief of the Gallatin Airport Authority
and the Attorney’s Office for the City of Bozeman. The duration of this agreement will
be no longer than five (5) years. Extending this agreement will be discussed at that
time.
